Fort Eustis, home to the Army Transportation Center, is where<br />
soldiers receive education and training in all modes of<br />
transportation, aviation maintenance, logistics and deployment<br />
doctrine, and research. EPA placed the installation on the NPL<br />
in December 1994. The 2005 BRAC Commission ordered the<br />
realignment of Fort Eustis garrison functions as part of the Joint<br />
Basing effort. Identified sites include landfills, underground<br />
storage tanks (USTs), pesticide storage areas, range and<br />
impact areas, and surface impoundments. The migration of<br />
contaminants from some sites to creeks and estuaries, and the<br />
potential migration through surface water and the upper water<br />
table to the James River are the greatest concerns at the<br />
installation. Analysis of samples indicated the presence of<br />
polychlorinated biphenyls (PCBs), pesticides, polycyclic<br />
aromatic hydrocarbons (PAHs), and lead in surface water and<br />
sediment. During FY96, the installation established an<br />
administrative record and set up information repositories at<br />
three local libraries. The Agency for Toxic Substances and<br />
Disease Registry published a final public health assessment<br />
that indicated that the Fort Eustis NPL site poses no apparent<br />
risk to public health. To date, there has been little public interest<br />
for the formation of a Restoration Advisory Board. Since FY00,<br />
two technical review committee meetings have been held each<br />
year off-post that are open to the public. The installation<br />
updated its community relations plan in FY06.<br />
Investigations have identified 27 sites at the installation. The<br />
Army and EPA have signed two Records of Decision (RODs) to<br />
date. The cleanup progress at Fort Eustis for FY02 through<br />
FY06 is detailed below.<br />
In FY02, the Army awarded a treatability study (TS) contract at<br />
the Fire Training Area (FTA). The installation developed<br />
alternatives to correct the settling and runoff problems at the<br />
closed landfill. The draft ROD for the Oil Sludge Holding Pond<br />
was prepared. The installation completed sampling at Milstead<br />
Island Creek and initiated sampling at Felker Airfield. The Army<br />
initiated an inventory of closed, transferred, and transferring<br />
(CTT) ranges and sites with unexploded ordnance, discarded<br />
military munitions or munitions constituents.<br />

In FY03, the installation completed the remedial action (RA) at<br />
the pesticide storage area (DOL Yard). The Army signed the<br />
final ROD for the Oil Sludge Holding Pond and awarded an RA<br />
contract. The installation submitted the Bailey Creek draft<br />
feasibility study (FS). The Army awarded a contract for<br />
additional sediment and fish tissue sampling at Eustis Lake.<br />
The installation continued free product recovery and initiated<br />
liquid vapor extraction (LVE) at the Army-Air Force Exchange<br />
Service (AAFES) and the Helicopter Maintenance Area (HMA).<br />
The methane soil vapor extraction (SVE) system continued to<br />
operate at Landfill (LF) 7. The Army awarded a contract for<br />
preparation of a 50 percent design stage for the final cap<br />
renovation of LF 15. The Army submitted the federal facility<br />
agreement (FFA) for regulatory review, however the FFA was<br />
not signed due to a land use control dispute. The Army<br />
completed the CTT range and site inventory report. Twelve<br />
Military Munitions Response Program (MMRP) sites were<br />
identified at this installation.<br />
In FY04, the installation completed the draft remedial<br />
investigation for Felker Airfield and the DOL Yard long-term<br />
management (LTM) plan. The installation conducted monthly<br />
LVE events at AAFES Service Station and at HMA, and<br />
continued operation of the SVE system at LF 7. The installation<br />
completed an explanation of significant differences to amend<br />
the ROD for the Oil Sludge Holding Pond Site. The installation<br />
initiated the TS at the FTA and completed the LF 15 cap<br />
renovation and repair project. The Army revised and<br />
resubmitted the FFA. The installation completed RA fieldwork at<br />
the Oil Sludge Holding Pond and conducted sampling at Eustis<br />
Lake to support the FS.<br />
In FY05, the installation conducted monthly LVE events at<br />
AAFES Service Station and monthly monitoring at the HMA.<br />
Additionally, the Army continued operation of the SVE system<br />
at LF 7. The installation completed a proposed plan (PP) for<br />
Brown's Lake and submitted a ROD to the regulators. The<br />
Army prepared a supplemental site evaluation report for<br />
Milstead Island Creek, which recommended no further action<br />
(NFA). A groundwater and soil TS was initiated at the FTA site.<br />
The installation initiated a Vegetative Management Program for<br />
LF 15 to lower maintenance costs, establish native vegetation,<br />
and improve wildlife habitat. The Army submitted a draft LTM<br />
plan for the Oil Sludge Holding Pond Site for regulatory<br />
comment. The installation held an MMRP kick-off meeting with<br />
the Army, regulatory agencies, and the awarded contractor.<br />
The installation initiated the site inspection (SI) at CTT ranges<br />
under the MMRP.<br />

Fort Eustis received a contract award for LTM at LF 15. The<br />
Army prepared an NFA PP for Milstead Island Creek. The<br />
installation prepared a preliminary draft FS for the FTA site. The<br />
Army completed the LTM plan for the Oil Sludge Holding Pond<br />
Site. The Army also requested proposals on a<br />
performance-based contract (PBC) for environmental<br />
remediation services, which included six installation sites (FTA,<br />
Oil Sludge Holding Pond, DOL Storage Yard, Brown's Lake,<br />
Bailey Creek, and Eustis Lake). FFA negotiations with EPA<br />
continued; however, regulatory issues delayed completion.<br />
Technical issues at the HMA site delayed groundwater<br />
monitoring well abandonment and site closeout. Funding issues<br />
delayed the Felker Airfield FS. Regulatory issues delayed the<br />
Milstead Island Creek NFA ROD. The PP is undergoing public<br />
review. Regulatory issues also delayed the Third Port UST NFA<br />
DD and the Brown's Lake ROD.<br />

Fort Eustis conducted SIs at MMRP sites and completed the<br />
historical records review report. Fort Eustis also submitted the<br />
draft SI work plan for regulatory review.<br />
