New London Naval Submarine Base maintains and repairs<br />

submarines. Significant sites at the installation include the Area<br />

A landfill (Site 2), a number of smaller disposal areas, and fuel<br />

and chemical storage areas. The Navy placed the installation<br />

on the NPL in August 1990 because of polychlorinated biphenyl<br />

(PCB) contamination at Site 2. In 2005, the BRAC Commission<br />

recommended New London Naval Submarine Base for<br />

realignment. The installation formed a technical review<br />

committee in FY89 and converted it to a Restoration Advisory<br />

Board in FY94. The installation signed a federal facility<br />

agreement (FFA) in January 1995. In FY01, the installation<br />

completed a 5-year review.<br />

Twenty-nine sites have been identified at this installation,<br />

including 22 CERCLA sites, along with underground storage<br />

tanks (USTs) which were grouped into 2 UST sites. The<br />

installation has completed Record of Decision (ROD)<br />

documents for Sites 2, 3, 6, 8, 20, and the basewide<br />

groundwater operable unit (OU). In addition, the installation has<br />

signed No Further Action (NFA) RODs for Sites 4 and 15. The<br />

installation completed the proposed remedial action plan<br />

(PRAP) and ROD for the basewide groundwater OU. The<br />

cleanup progress at New London Naval Submarine Base for<br />

FY02 through FY05 is detailed below.<br />

In FY02, the installation continued groundwater monitoring at<br />

Sites 2, 6, and 8. The Navy completed an inventory of all<br />

Military Munitions Response Program (MMRP) sites. No MMRP<br />

sites were identified at this installation.<br />

In FY03, the Navy performed additional fieldwork in the<br />

adjacent Thames River. The data was included in the feasibility<br />

study (FS) for the lower base sites. The installation completed<br />

the FS for the basewide groundwater OU.<br />

In FY04, the installation completed the PRAP and ROD for the<br />

basewide groundwater OU.<br />

In FY05, New London Naval Submarine Base completed<br />

remedial design for the basewide groundwater OU and for the<br />

Site 7 Soil OU.<br />

The installation completed a draft 5-year review. Additionally,<br />

the Navy drafted an NFA PRAP for the Defense Reutilization<br />

and Marketing Office (DRMO) Site 6. The cost of completing<br />

environmental restoration has changed significantly due to<br />

technical issues.<br />

Regulatory issues delayed the Thames River study and FS for<br />

the lower base sites.<br />
