In July 1995, the BRAC Commission recommended closure of<br />
the Stratford Army Engine Plant. The installation closed in<br />
September 1998. Prior to closure, the installation manufactured<br />
engines. Since FY91, environmental studies at the installation<br />
have identified the following sites: transformers that contain<br />
polychlorinated biphenyls (PCBs), underground storage tanks<br />
(USTs), sludge lagoons, a fire training and explosives<br />
equipment testing area, hazardous materials and hazardous<br />
waste storage areas, and buildings constructed with<br />
asbestos-containing materials. Studies show that contaminants<br />
include PCBs, fuel-related volatile organic compounds (VOCs),<br />
solvents, metals, polyaromatic hydrocarbons (PAHs), and<br />
asbestos. Interim actions at the installation have included<br />
removal of 27 USTs, capping of 3 sludge lagoons, and removal<br />
of chromium-contaminated soil. In FY96, the installation formed<br />
a BRAC cleanup team and a Restoration Advisory Board<br />
(RAB). The community formed a local redevelopment authority<br />
to address socioeconomic issues related to closure of the<br />
installation and to develop a land reuse plan. The installation<br />
drafted a BRAC cleanup plan and updated the plan in FY97<br />
and FY99. In FY98, the Army initiated the process for<br />
terminating the Nuclear Regulatory Commission license by<br />
preparing decommissioning plans and conducting radiological<br />
surveys, and completed decommissioning in FY99. The<br />
installation implemented a community relations plan, which<br />
included the establishment of an on-site public information<br />
repository.<br />
The cleanup progress at Stratford Army Engine Plant for FY02<br />
through FY05 is detailed below.<br />
In FY02, the installation completed cap construction on the<br />
causeway. The Army continued remedial investigation (RI) work<br />
in response to comments from regulators by conducting more<br />
investigation. The Army completed an inventory of closed,<br />
transferred, and transferring ranges and sites with unexploded<br />
ordnance, discarded military munitions, or munitions<br />
constituents. The inventory identified no Military Munitions<br />
Response Program (MMRP) sites.<br />
In FY03, the installation submitted the draft final RI to regulators<br />
and the RAB for review. The Army completed the final<br />

the State to develop feasibility study (FS) alternatives.<br />
In FY04, the installation completed the RI sampling and<br />
submitted the final RI to regulators. The installation initiated<br />
compliance sampling of subsurface soil gas. Additionally, the<br />
installation drafted an FS.<br />
In FY05, the installation submitted the draft FS and proposed<br />
plan (PP). The PP outlines the prefered remedial alternatives to<br />
address the unacceptable risks associated with soil, soil vapor,<br />
and groundwater.<br />

The installation addressed comments from regulators on the FS<br />
and PP. The installation also addressed regulatory concerns<br />
regarding the ecological risk assessment within the RI.<br />
Regulatory issues delayed the FS, PP, and Record of Decision<br />
