In 1988, the BRAC Commission recommended closure of Fort<br />
Wingate. The installation was required to store, test, and<br />
demilitarize munitions. Restoration efforts have focused on land<br />
affected by ordnance-related wastes, unexploded ordnance<br />
(UXO), and other contaminants. The affected areas are the<br />
open burning and open detonation (OB/OD) ground, soil at a<br />
pistol range, pesticide-contaminated soil at Building 5,<br />
explosives-contaminated soil at the former bomb washout plant<br />
lagoons, polychlorinated biphenyl (PCB) contamination in<br />
Buildings 11 and 501, the former explosive washout plant<br />
(Building 503), and three solid waste landfills. In FY94, the<br />
installation formed a BRAC cleanup team (BCT) and a<br />
Restoration Advisory Board (RAB). In FY95, the installation<br />
revised its BRAC cleanup plan. The installation developed a<br />
community relations plan (CRP) in FY06.<br />
The installation has transferred over 5,400 acres to date. The<br />
cleanup progress at Fort Wingate for FY02 through FY05 is<br />
detailed below.<br />
In FY02, the installation demolished Building 11, which was<br />
contaminated with PCBs from paints. The U.S. Army<br />
Environmental Center's Independent Technical Review<br />
approved the installation of additional wells and sampling at the<br />
TNT Leaching Beds. The installation awarded a contract for<br />
characterization and removal of PCB-contaminated soils at<br />
Building 537. The installation submitted a post closure permit<br />
application for the OB/OD ground to New Mexico Environment<br />
Department (NMED) for review and approval. The installation<br />
adopted a program to consider and incorporate cultural<br />
resources into property transfer and cleanup decisions.<br />
In FY03, the installation completed groundwater sampling at the<br />
TNT Leaching Beds. The Army completed an inventory of<br />
closed, transferred, and transferring ranges and sites with UXO,<br />
discarded military munitions or munitions constituents. Seven<br />
Military Munitions Response Program (MMRP) sites were<br />
identified at this installation. The Army completed clearance for<br />
the OB/OD area western boundary fence.<br />
In FY04, the installation completed quarterly groundwater<br />
sampling at the TNT Leaching Beds.<br />

In FY05, Fort Wingate removed ash and soil from deactivated<br />
furnace area. The installation completed groundwater sampling<br />
at the OB/OD ground and completed groundwater<br />
investigations at the Eastern Landfill by installing four borings<br />
and two wells. The Army negotiated RCRA post-closure permit<br />
requirements and developed a work schedule and funding<br />
requirements for future cleanup. The installation discussed<br />
future MMRP actions during the RCRA post-closure permit<br />
requirements negotiations.<br />
p‰HT2s‚€2€�������<br />
Fort Wingate was issued a RCRA permit by NMED that<br />
became effective on December 31, 2005. The installation hired<br />
a permanent, on-site BRAC Environmental Coordinator in<br />
November 2005 to oversee the cleanup program and execution<br />
of the RCRA permit. The installation initiated development of a<br />
work plan for the RCRA facility investigation (RFI) at Parcel 21.<br />
Fort Wingate prepared and submitted a historical aerial photo<br />
interpretation report and a hydrogeologic summary report to<br />
NMED. The installation developed the first comprehensive<br />
cost-to-complete in March 2006. The cost of completing<br />
environmental restoration has changed significantly due to<br />
regulatory issues.<br />
The installation held the first RAB and BCT meetings since the<br />
negotiation of the RCRA permit in September 2006. Fort<br />
Wingate has initiated extensive consultation with the Pueblo of<br />
Zuni and the Navajo Nation that will continue for the duration of<br />
the cleanup program. In addition, the installation developed a<br />
CRP, as required by the RCRA permit.<br />

Fort Wingate initiated development of work plans for the<br />
kick-out area of the OB/OD grounds. As required by the RCRA<br />
permit, a detailed map of all munitions and explosives of<br />
concern (MEC) found since closure of Fort Wingate was<br />
included in the CRP. The installation constructed a 3-mile long<br />
fence along the western boundary of the OB/OD grounds,<br />
which reduces the chance of adjacent property owners<br />
encountering MEC.<br />
