The Parris Island Marine Corps Recruit Depot receives,<br />

recruits, and combat-trains enlisted personnel upon their<br />

enlistment in the Marine Corps. EPA placed the installation on<br />

the NPL in December 1994 due to contamination at two landfill<br />

sites. Sites at the installation include landfills or spill areas<br />

where groundwater and sediment are contaminated with<br />

solvents and petroleum/oil/lubricants (POLs). The installation<br />

began to compile an administrative record in FY96 and<br />

completed a community relations plan in FY98. There has been<br />

no community interest in forming a Restoration Advisory Board.<br />

The installation signed a federal facility agreement (FFA) and<br />

completed a 5-year review in FY05.<br />

Investigations have identified 48 potential CERCLA and RCRA<br />

sites and the installation has identified 33 sites. The installation<br />

has signed an interim Record of Decision (ROD) for Sites 1<br />

corrective action plan (CAP), 2, 3, and 12. The cleanup<br />

progress at Parris Island Marine Corps Recruit Depot for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation completed a remedial investigation (RI)<br />

and submitted the report to the South Carolina Department of<br />

Health and Environmental Control and EPA. The Environmental<br />

Security Technology Certification Program requested Site 45 be<br />

used to test the effectiveness of Chemox in cleaning volative<br />

organic compounds (VOCs) in the groundwater; baseline<br />

testing was completed. The construction of the Site 1 CAP<br />

proceeded as scheduled. This installation submitted a<br />

groundwater monitoring report, which was approved, and<br />

initiated a contamination assessment at a fiber optics vault<br />

where petroleum was discovered during installation. Regulators<br />

approved the monitoring plan for Building 4022. The installation<br />

began planning for a technical review committee. The Navy<br />

completed an inventory of all Military Munitions Response<br />

Program (MMRP) sites. MMRP sites were identified at this<br />

installation.<br />

In FY03, the installation transferred the contamination<br />

assessment at the fiber optic vault from the underground<br />

storage tank program to the <strong>Installation</strong> Restoration Program<br />

(IRP) due to the evidence of chlorobenzene in the groundwater.<br />

The installation injected Chemox at Solid Waste Management<br />

Unit (SWMU) 45 and continued groundwater sampling. The<br />

initial assessment for implementing the CAP at the gas station<br />

was completed; however, additional assessment was required<br />

and monitoring continued. The installation continued monitoring<br />

Building 4022 and the aviation gasoline (AVGAS) pipeline. The<br />

Site 1 work plan was approved and construction began.<br />

In FY04, the installation developed an RI addendum work plan<br />

to sample the groundwater plume and define the path forward<br />

for SWMU 45. It also completed the RCRA facility assessment<br />

at fiber optic vault Site 55. The installation issued a draft<br />

proposed plan (PP) for SWMU 12. It also completed the landfill<br />

Site 1 CAP, and developed a draft long-term monitoring work<br />

plan. The installation completed the CAP at the Depot gas<br />

station, monitored the AVGAS pipeline and Building 850, and<br />

completed negotiations on the FFA.<br />

In FY05, Parris Island Marine Corps Recruit Depot issued a PP<br />

and draft ROD for Site 12. It awarded a fixed-price<br />

environmental multi-award contract for Site 12 and issued a<br />

draft remedial action work plan. The installation completed a<br />

long-term monitoring work plan for Site 1 and continued<br />

monitoring at Sites 1, 3, and 45. The CAP for the Depot gas<br />

station was implemented and sampling was completed. The<br />

installation also continued work at the Depot gas station and<br />

the AVGAS pipline. The installation received a no further action<br />

letter for Building 850. The installation signed the FFA and<br />

completed a 5-year review.<br />

Parris Island Marine Corps Recruit Depot signed RODs for<br />

Sites 1 CAP and 2. Additionally, the Marine Corps completed a<br />

removal action and signed a ROD for Site 12. The installation<br />

completed the RCRA facility investigation addendum while<br />

continuing a treatability study (TS) and feasibility study (FS) at<br />

Site 45. The Marine Corps continued monitoring at Sites 1 and<br />

3, Depot gas station, and AVGAS pipeline.<br />
