Guam Apra Harbor Complex consists of Navy commands in the<br />

Apra Harbor area and the former Naval Magazine area<br />

southeast of the harbor. The BRAC Commission recommended<br />

four of the commands (Guam Naval Activities [NAVACTS],<br />

Naval Fleet and Industrial Supply Center, Naval Ship Repair<br />

Facility [NSRF], and Public Works Center [PWC]) for<br />

realignment or closure in 1995. NSRF ceased operations in<br />

September 1997. Operations that contributed to contamination<br />

were support, photographic and printing shops, a dry cleaning<br />

plant, power plants and boilers, pest control operations, and<br />

chemical and medical laboratories. Wastes were stored and<br />

disposed of in landfills and wastewater treatment plants. The<br />

complex completed a joint community relations plan in FY92.<br />

The installation signed an interagency agreement (IAG) in<br />

FY93. A local information repository was established in FY94.<br />

The complex converted its technical review committee to a<br />

Restoration Advisory Board in FY95.<br />

The four commands have 30 CERCLA sites, 26 RCRA sites,<br />

and 8 BRAC sites. The installation has achieved response<br />

complete at 44 sites. The Navy transferred 2,725 acres to the<br />

Government of Guam in FY00 and decided to retain NSRF. To<br />

date, the installation has signed no further action (NFA)<br />

decision documents (DDs) for five sites. The cleanup progress<br />

at Guam Apra Harbor Complex for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the installation completed remedial actions at<br />

NAVACTS Areas of Concern (AOCs) 1 and 3.<br />

In FY03, the installation completed the site closeouts for<br />

NAVACTS solid waste management unit (SMWU) 49 and PWC<br />

AOC 1, and signed NFA DDs for NAVACTS SWMU 49 and<br />

PWC AOC 1. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites and identified no<br />

MMRP sites at this installation.<br />

In FY04, the installation completed a NFA DD for NAVACTS<br />

AOC 2, and held a proposed plan (PP) public meeting for AOCs<br />

1 and 3. The installation also negotiated restricted land use for<br />

Site 28 with regulators.<br />

In FY05, Guam Apra Harbor Complex completed NFA DDs for<br />

NAVACTS AOC 1, AOC 3, and PP/draft DD for NAVACTS Site<br />

28. A public meeting and two BRAC cleanup team (BCT)<br />

meetings were held. The BCT performed review of the PP and<br />

both EPA and Guam EPA (GEPA) attended the Navy public<br />

meeting providing cooperative regulator support. The Navy<br />

worked closely with EPA and GEPA to resolve land use control<br />

(LUC)/institutional control language for the DD.<br />

Guam Apra Harbor Complex continued to resolve LUC<br />

language issues concerning transferred parcels. The cost of<br />

completing environmental restoration has changed significantly<br />

due to technical issues and changes in estimating criteria.<br />

Regulatory issues concerning the LUC language delayed the<br />

draft DD and remedial action (RA) work plan for NAVACTS Site<br />

28.<br />
