Fort Sheridan's missions have included cavalry and infantry<br />
training, Nike systems maintenance, and administrative and<br />
logistical support. In December 1988, the BRAC Commission<br />
recommended closure of Fort Sheridan. Currently, the Army<br />
uses 104 acres for an Army Reserve installation. Sites include<br />
landfills, pesticide storage areas, hazardous material storage<br />
areas, underground storage tanks (USTs), polychlorinated<br />
biphenyl (PCB)-containing transformers, and unexploded<br />
ordnance (UXO) areas. Petroleum hydrocarbons, volatile<br />
organic compounds (VOCs), and polyaromatic hydrocarbons<br />
(PAHs) affect groundwater and soil. Early actions included<br />
removal of USTs and contaminated soil. Remedial investigation<br />
and feasibility study activities, beginning in FY90, identified<br />
groundwater and soil contamination at seven landfills and coal<br />
storage areas. In FY94, the installation formed a BRAC cleanup<br />
team and an installation survey identified UXO at the former<br />
artillery range. In FY95, the installation formed a Restoration<br />
Advisory Board (RAB). In FY96, the installation performed a<br />
UXO clearance. In FY99, the RAB requested and received a<br />
Technical Assistance for Public Participation (TAPP) contract to<br />
support RAB activities.<br />
The cleanup progress at Fort Sheridan for FY02 through FY05<br />
is detailed below.<br />
In FY02, the Army completed the final cap design and began<br />
cap construction at Landfills (LFs) 6 and 7. The Army initiated<br />
an inventory of closed, transferred, and transferring (CTT)<br />
ranges and sites with UXO, discarded military munitions, and<br />
munitions constituents.<br />
In FY03, the Army prepared proposed plans (PPs) for Coal<br />
Storage Area (CSA) 3 and LF 5 and initiated the No Further<br />
Action (NFA) decision document (DD) for Sites CSA 4, Vehicle<br />
Equipment Storage (VES) 8, the water tower, and pesticides in<br />
Building 70. The Army completed the CTT range inventory. One<br />
Military Munitions Response Program (MMRP) site was<br />
identified within the BRAC portion of the installation.<br />
In FY04, the installation completed the NFA DD for Sites CSA<br />
4, VES 8, the water tower, and pesticides in Building 70. The<br />
Army initiated the NFA DD for Bartlett Ravine, Van Horne<br />
Ravine, Shenck Ravine, Excavation Area 8, Beach<br />

In FY05, the installation completed the O&M and groundwater<br />
monitoring plans for LFs 6 and 7, and implemented the O&M<br />
plan. The installation completed the DD and its implementation<br />
for CSA 3 and LF 5. The Army also completed the DD for<br />
Landfill 1. The installation prepared removal action completion<br />
reports for sites CSA 4, VES 8, the water tower and Building<br />
70.<br />

Fort Sheridan implemented the groundwater monitoring plan for<br />
LFs 5, 6, and 7. The installation also implemented O&M and<br />
long-term management of Site CSA 3 and LF 5, and completed<br />
the closure reports for these sites.<br />
Regulatory issues delayed the NFA DD for Bartlett Ravine, Van<br />
Home Ravine, Shenck Ravine, Excavation Area 8, Beach<br />
Pistol/Machine Gun Range, Wells Ravine Northern Tributary,<br />
and Wells Ravine Western Extension. Regulatory issues also<br />
delayed the PP, DD, and closure reports for LFs 6 and 7.<br />
