Rocky Mountain Arsenal (RMA) operated as a chemical<br />

munitions production facility from 1942 until 1982. It has been<br />

the focus of an aggressive cleanup program since the 1980s.<br />

Contaminated sites included liquid waste in unlined and lined<br />

lagoons and basins, open burning and detonation areas,<br />

structures, and landfills that received both liquid and solid<br />

wastes. Primary contaminants of concern are compounds used<br />

for chemical weapons materiel production and pesticides.<br />

Contaminated soil responses have included excavations and<br />

treatment of soil, disposing of contaminated soil in landfills, and<br />

capping contaminated soil sites. In July 1987, EPA placed the<br />

installation on the NPL. The Army and EPA signed an<br />

interagency agreement (IAG) and federal facility agreement<br />

(FFA) in FY89. The installation was divided into two operable<br />

units (OUs), one containing all on-post sites and another for<br />

those off-post. In FY01, the Army discovered 10 M139<br />

bomblets containing sarin, which it destroyed using the<br />

Explosive Destruction System. In 1994, the Army converted its<br />

technical review committee into a Restoration Advisory Board<br />

(RAB). In 1996, the Army and Shell Oil Company (a potentially<br />

responsible party) formed an oversight partnership that<br />

developed a remedial design (RD) implementation schedule for<br />

the On-Post OU. The initial 5-year review covering both OUs<br />

was competed in FY01. EPA delisted 957 acres from the NPL<br />

in FY03 and 7,399 acres in FY06.<br />

Environmental studies identified 209 sites, potentially requiring<br />

remediation at RMA. To date, the Army has transferred<br />

approximately 17,000 acres. In FY96, the Army and regulators<br />

signed Records of Decision (RODs) for both OUs at the<br />

installation. Prior to the signing of the RODs, the Army<br />

completed 14 interim responses at 17 sites at the Arsenal,<br />

including the installation of five groundwater extraction and<br />

treatment systems on-post and one off-post. The cleanup<br />

progress at RMA for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed the RD of the last disposal<br />

facility, the Enhanced Hazardous Waste Landfill (ELF), and the<br />

Section 35 soil remediation projects. The Army completed<br />

remedial actions (RAs) for the South Plants structure<br />

demolition, the M-1 Pits soil remediation, and the South Plants<br />

Balance of Areas and Central Processing Area soil remediation<br />

projects. The RAB continued to focus on providing input and<br />

comments to RDs, as well as sharing information with other<br />

interested stakeholders.<br />

In FY03, the Army completed the RD for the Section 36<br />

Balance of Areas soil remediation and the Basin F Wastepile<br />

remediation projects. The installation completed the RA for the<br />

post-ROD removal actions for structures. EPA deleted 957<br />

acres from the NPL, 929 of which were transferred to the<br />

General Services Administration (GSA) for disposal. The Army<br />

completed an inventory of closed, transferred, and transferring<br />

ranges and placed the inventory in the on-site library. The<br />

inventory identified 25 closed unexploded ordnance, discarded<br />

military munitions, or munitions constituents sites and 3 closed<br />

military ranges totaling 459 acres. None of the sites were found<br />

to be eligible for the Military Munitions Response Program<br />

(MMRP).<br />

In FY04, the Army began the construction of the South Plants<br />

cover and RA construction (RA-C) of the ELF. The Army<br />

completed RAs for the Existing Sanitary Landfills (fieldwork),<br />

the Burial Trenches soil remediation, the Hex Pit soil<br />

remediation (redesign), the Section 35 soil remediation, the<br />

Secondary Basins soil remediation, and the North Plants<br />

structure demolition and removal projects. The installation<br />

continued operation of the RCRA Hazardous Waste Landfill<br />

and the Basin A Consolidation Area. The Army transferred<br />

approximately 4,929 acres to the Department of the Interior and<br />

126 acres to local governments, reducing the area at the RMA<br />

listed on the NPL from an original total of 27 square miles to<br />

approximately 17.5 square miles. GSA completed the sale of<br />

the Western Tier Parcel, totaling 929 acres.<br />

In FY05, the installation awarded contracts to perform RAs for<br />

the Shell Disposal Trenches remediation and the Basin F<br />

Wastepile remediation projects. The installation completed the<br />

construction completion report for the Existing (Sanitary)<br />

Landfill remediation project and continued operations at the<br />

Groundwater Intercept and Treatment System north of the<br />

Basin F Well. The Army initiated the installation's second 5-year<br />

review.<br />

The installation completed the RD and began construction on<br />

the Shell Disposal Trenches remediation cover and the<br />

Hazardous Waste Landfill cap. The installation completed RA-C<br />

at the ELF. RMA began excavation of the Basin F Wastepile. It<br />

also completed a ROD Amendment and drafted the RDs for the<br />

former Basin F Principal Threat and Section 36 Lime Basins<br />

soil remediation projects. The Army completed remediation of<br />

7,399 acres, and EPA removed these acres from the NPL. Of<br />

these acres, the Army transferred 7,258 to the U.S. Fish and<br />

Wildlife Service, but retained jurisdiction of areas containing<br />

water treatment systems.<br />

Technical issues delayed the RD for the North Plants soil<br />

remediation projects. The RD remains in negotiations, and a<br />

completion date cannot be determined. An expanded scope of<br />

work for the Munitions Testing soil remediation project delayed<br />

the RA. Regulatory issues delayed the second 5-year review.<br />
