The mission of Tinker Air Force Base (AFB) is to repair<br />

aircrafts, weapons, and engines. EPA placed the installation on<br />

the NPL in July 1987 and the Air Force signed an interagency<br />

agreement (IAG) in December 1988. In 2005, the BRAC<br />

Commission recommended Tinker AFB for realignment.<br />

Environmental studies at Tinker AFB revealed a 220-acre<br />

contaminant plume in the upper aquifer at Soldier Creek and<br />

Building 3001. Additional sites include landfills, underground<br />

storage tanks (USTs), waste pits, fire training areas, spill sites,<br />

and low-level radioactive waste sites. The installation has<br />

implemented numerous interim actions, including removal of<br />

contaminated soil and USTs, and installation of landfill caps,<br />

free product recovery systems, bioventing systems, a<br />

biostripping system, and a solidification and stabilization<br />

system. The installation formed its Restoration Advisory Board<br />

in FY94. In FY99 and FY03, the installation completed 5-year<br />

reviews.<br />

To date, Records of Decision (RODs) have been signed for<br />

Building 3001 and Soldier Creek. The cleanup progress for<br />

Tinker AFB for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed the decision document (DD)<br />

necessary to achieve remedy in place (RIP) and response<br />

complete (RC) status for Landfill 4. The interim remedial action<br />

construction (IRA-C) was completed at Industrial Waste Pit 1,<br />

enabling the removal and treatment of 13,000 cubic yards of<br />

waste sludge/soil. The installation also completed the IRA-C of<br />

city water supply lines in a neighborhood near the Southwest<br />

Groundwater Management Unit (CG 38).<br />

In FY03, the Air Force completed the risk assessment<br />

necessary to achieve site closeout for Industrial Waste Pit 2.<br />

The 5-year reviews were submitted to regulators. The<br />

Northwest Groundwater Management Unit (CG 37) feasibility<br />

study was completed and recommended monitored natural<br />

attenuation as the remedy.<br />

In FY04, the Air Force achieved site closeout status for the<br />

Soldier Creek sediment and surface water operable unit (OT<br />

02). A deep permeable reactive barrier was installed to further<br />

protect the neighborhood near Site CG 38. In addition, the DD<br />

was completed and RIP was achieved for the Industrial Water<br />

Treatment Plant soils site (OT 34).<br />

In FY05, the Air Force completed the DD and achieved RIP/RC<br />

status for the four fuel sites (ST 08). The installation also<br />

achieved RIP for Site CG 38. The Air Force updated its Military<br />

Munitions Response program (MMRP) inventory. No MMRP<br />

sites were identified at this installation during the inventory<br />

development.<br />

Tinker AFB completed the study phases, DDs and achieved<br />

RIP for the East Groundwater Management Unit (CG 39) and<br />

the Gator Facility Groundwater Management Unit (CG 40). The<br />

cost of completing environmental restoration has changed<br />

significantly due to changes in estimating criteria.<br />

Technical issues delayed the completion of the study phase<br />

and DD for the Industrial Waste Pit #1 (Site WP 18). Technical<br />

issues also delayed the completion of the ROD, remedial<br />

design (RD), and RIP at the Soldier Creek off-base<br />

groundwater (SCOBGW) Site (Site OT 05).<br />
