Since World War II, Fort Wainwright has housed light infantry<br />

brigades, most recently the 172nd Stryker Brigade Combat<br />

Team and the 1-501st Airborne Battalion. Studies at the<br />

installation identified drum burial sites, underground storage<br />

tanks, a railroad car off-loading facility, an open burning and<br />

open detonation area, a former ordnance disposal site, solvent<br />

groundwater plumes, petroleum/oil/lubricant (POL) plumes, and<br />

pesticide-contaminated soil. EPA placed Fort Wainwright on the<br />

NPL in 1990. The Army and EPA signed a federal facility<br />

agreement (FFA) in 1991. In FY97, Fort Wainwright convened a<br />

Restoration Advisory Board (RAB), which adjourned in FY04,<br />

because the entire installation achieved construction complete<br />

in FY02. The Army completed 5-year reviews in FY01 and<br />

FY06.<br />

Of the 51 eligible CERCLA sites identified in the FFA, 19 sites<br />

required no further action and 32 sites were placed into 5<br />

operable units (OUs). Since 1991, 13 sites have closed and 2<br />

new sites have been added, for a total of 21 active sites.To<br />

date, the installation has signed five Records of Decision<br />

(RODs). The cleanup progress at Fort Wainwright for FY02<br />

through FY05 is detailed below.<br />

In FY02, the Army completed the interim remedial action report<br />

for OU 3, and EPA signed the preliminary closeout report for<br />

Fort Wainwright. The installation, Army, and EPA signed the<br />

OU 3 explanation of significant differences. All OUs have<br />

operations and maintenance (O&M) plans in place with a format<br />

for an exit strategy. The Army expanded the land use control<br />

and institutional control boundaries to meet the requirements in<br />

the RODs and restated them in the 5-year review. The<br />

installation began operating and optimizing product recovery at<br />

Birch Hill; groundwater modeling was used to identify locations<br />

where off-post contamination occurred. The installation<br />

completed cleanup operations and site exit strategies<br />

(CLOSES) at one site. The Army completed an inventory of<br />

closed, transferred, and transferring ranges and sites with<br />

unexploded ordnance, discarded military munitions, or<br />

munitions constituents. The inventory identified nine Military<br />

Munitions Response Program (MMRP) sites; six were closed<br />

and three were transferred from the <strong>Installation</strong> Restoration<br />

Program (IRP).<br />

In FY03, the installation evaluated the OU 3 product recovery<br />

system. The Army completed CLOSES evaluations at two sites<br />

and initiated the same for additional sites. The installation<br />

continued to evaluate each site's operation, maintenance and<br />

monitoring, and long-term monitoring plans. The Army<br />

continued evaluation of the Building 1168 (OU 2) Defense<br />

Reutilization and Marketing Office remediation systems. The<br />

installation reduced monitoring efforts at the Coal Storage Yard<br />

(OU 4) and OU 5 in accordance with CLOSES evaluations.<br />

In FY04, the installation completed CLOSES at six additional<br />

sites. The Army achieved site closeout at the Coal Storage<br />

Yard site. The installation implemented reductions in O&M,<br />

specifically monitoring requirements, on various sites, in large<br />

part due to the completed CLOSES evaluations. The<br />

installation reviewed the MMRP sites during the annual<br />

<strong>Installation</strong> Action Plan (IAP) Workshop and included them in<br />

the final FY04 IAP. The RAB adjourned at the recommendation<br />

of the community co-chair and community RAB members.<br />

In FY05, the installation continued using the CLOSES<br />

evaluations to reduce O&M requirements. The Army discovered<br />

the Communications Site, contaminated with polychlorinated<br />

biphenyls (PCBs), during a housing construction project. The<br />

installation conducted the initial stages of a preliminary site<br />

evaluation and removed some PCB-contaminated soils. The<br />

installation conducted additional sampling at the Birch Hill Tank<br />

Farm aboveground storage tank (AST) site to determine if the<br />

site requires additional action. The installation continued<br />

evaluation of MMRP sites during development of IAPs.<br />

Fort Wainwright determined additional actions (removal,<br />

disposal, sampling) are required at the Birch Hill Tank Farm<br />

AST site. The Army completed the 5-year review and site<br />

closeout of additional POL sites. The installation continued<br />

using the CLOSES evaluation to reduce O&M requirements.<br />

Fort Wainwright conducted sampling of the former Building<br />

1168 in OU2; however, contamination levels determined the<br />

Army could not close out the site.<br />

The installation continued to solicit community interest to<br />

warrant RAB reactivation.<br />
