In July 1987, Mather Air Force Base (AFB) was placed on the<br />
NPL. The BRAC Commission recommended closure in<br />
December 1988 and the installation signed an interagency<br />
agreement (IAG) the following year. Before becoming inactive<br />
in FY93, the installation housed the 323rd Flying Training Wing,<br />
a Strategic Air Command (SAC) wing, a Reserve air refueling<br />
group, and an Army National Guard aviation unit. Site types<br />
include landfills, underground storage tanks (USTs), fire training<br />
areas, a trichloroethylene (TCE) disposal site, a weapons<br />
storage area, wash rack areas, spill areas, and waste pits.<br />
Interim actions included removing USTs and contaminated soil,<br />
supplying an alternate water supply for nearby residents,<br />
removing sludge from a former wastewater treatment plant,<br />
removing petroleum product by soil vapor extraction (SVE), and<br />
excavating pesticide contamination from drainage ditches. In<br />
FY94, a Restoration Advisory Board (RAB) and a BRAC<br />
cleanup team (BCT) were formed. In FY01, removal actions at<br />
Sites 80 (ST 080), 85 (DD 085), 88 (SD 088), and 89 (OT 089)<br />
were completed except for reclamation and reporting. The<br />
installation also completed the draft remedial action report<br />
(RAR) for Site 15 (SD 015) and the RAR for Site 62 (OT 062).<br />
The installation completed 5-year reviews in FY00 and FY05.<br />
Studies have identified 89 <strong>Installation</strong> Restoration Program<br />
(IRP) sites at the installation, which were grouped into 6<br />
operable units (OUs): OU 1, Aircraft Control and Warning Site;<br />
OU 2, Groundwater; OU 3, Soil; OU 4, Landfill; OU 5,<br />
Basewide; and OU 6, Supplemental Basewide. To date,<br />
Records of Decision (RODs) have been approved for OUs 1<br />
through 6. The cleanup progress at Mather AFB from FY02<br />
through FY05 is detailed below.<br />
In FY02, construction was completed for the Phase IV<br />
groundwater remediation, and capture was expanded into<br />
additional baseline areas. The Phase V project was planned to<br />
evaluate the performance of the Phase IV extraction system, as<br />
well as recommend the necessity of further extraction and any<br />
additional cost-reducing enhancements. Sites 19 (WP 019), 56<br />
(SD 056), and 60 (SD 060), as well as Facilities 2595 and<br />
18015 (ST 075) completed in situ vadose-zone treatment.<br />
RARs were completed for Sites 56 and 60 and the northeast<br />
plume. Closure letters from the Regional Water Quality Control<br />
Board were obtained for eight IRP sites and five UST sites. The<br />

installation also underwent the performance and protectiveness<br />
review, and remedial process optimization (RPO) evaluation.<br />
In FY03, the installation began two performance and<br />
protectiveness reviews/RPO evaluations: one for groundwater<br />
monitoring, and one for groundwater remediation. RARs were<br />
completed for Sites 69 (OT 069) and 86 (FR 086). The<br />
installation discovered additional buried debris and fuel<br />
contamination at Site 10C/68 (FT 010/ST 068).<br />
In FY04, Mather AFB installed a new extraction well near the<br />
toe of the main base/SAC area plume. One injection well was<br />
redeveloped and two extraction wells were replaced. A<br />
reduction of groundwater sampling frequency reduced<br />
operation and maintenance costs. The installation initiated the<br />
closure process for two CERCLA and two non-CERCLA sites.<br />
The Air Force conducted an inventory of Military Munitions<br />
Response Program (MMRP) sites. MMRP sites were identified<br />
at this installation.<br />
In FY05, the installation began operating the new extraction<br />
well near the toe of the main base/SAC Area plume. Existing<br />
groundwater, SVE, and treatment systems continued to<br />
operate. The Air Force completed the second 5-year review<br />
report and obtained concurrence. The Air Force began<br />
evaluating requirements at MMRP sites at this installation. RAB<br />
and BCT activities continued.<br />

Mather AFB continued to operate existing groundwater, SVE,<br />
and treatment systems. The Air Force continued to collect site<br />
information on the remaining 13 active SVE sites. The<br />
installation completed the final OU 6 ROD and attained the last<br />
remedy in place milestone. The cost of completing<br />
environmental restoration has changed significantly due to<br />
changes in estimating criteria.<br />
The installation began reinstallation of the groundwater<br />
remediation system at Site WP 007; however, scheduling<br />
issues delayed completion.<br />
