Letterkenny Army Depot (AD) contains various contaminated<br />
sites resulting from its ammunition and vehicle maintenance<br />
missions. Sites include disposal lagoons and trenches, oil burn<br />
pits, an open burning and open detonation area, an explosives<br />
washout plant, two scrap yards, landfills, industrial wastewater<br />
treatment plant lagoons, and industrial wastewater sewer lines.<br />
EPA has placed two areas of Letterkenny on the NPL: the<br />
Southeastern (SE) Area in July 1987 and the Property Disposal<br />
Office (PDO) in March 1989. Both sites are in the southern part<br />
of the installation. The Army and EPA signed an interagency<br />
agreement (IAG) in February 1989. The installation has<br />
concentrated its remedial efforts on source removal methods,<br />
including excavation, low-temperature thermal treatment, and<br />
backfilling and capping of soil in the industrial wastewater<br />
treatment plant lagoons and the three K-Areas; emergency<br />
repairs to leaking industrial wastewater sewers; removal of the<br />
PDO fire training pit; and emergency removal of playground soil<br />
at the PDO area and of sediment contaminated with<br />
polychlorinated biphenyls (PCBs) in the Rocky Spring<br />
springhouse. In FY96, the Army established a BRAC cleanup<br />
team, the community formed a local redevelopment authority,<br />
and the installation established a Restoration Advisory Board<br />
(RAB). The Army completed a 5-year review for the SE area in<br />
FY02.<br />
To date, the Army has signed eight Records of Decision<br />
(RODs) and transferred approximately 761 acres. The cleanup<br />
progress at Letterkenny AD for FY02 through FY05 is detailed<br />
below.<br />
In FY02, the installation completed a Phase II limited depth<br />
transfer, and decontaminated Buildings 651 and 652. The Army<br />
completed the SE area 5-year review. The installation<br />
completed the soil removal action for PDO Operable Unit (OU)<br />
5 and the Defense Reutilization and Marketing Office scrap<br />
yard PCBs. The installation initiated the focused feasibility<br />
study (FFS), proposed plan, and ROD for SE OU 11 and SE<br />
OU volatile organic chemical (VOC)-contaminated groundwater.<br />
The Army completed an inventory of closed, transferred, and<br />
transferring ranges and sites with unexploded ordnance,<br />
discarded military munitions, or munitions constituents. No<br />
Military Munitions Response Program (MMRP) sites were<br />
identified at this installation.<br />

In FY03, the installation signed a finding of suitability to lease.<br />
Groundwater sampling results of Phase III parcels<br />
demonstrated that the Phase III parcels were clean. The Phase<br />
III finding of suitability to transfer (FOST) was signed. The<br />
installation conducted a tour of the installation sites for the<br />
RAB. Letterkenny AD was announced as the 2002 winner of<br />
the Secretary of the Army's Environmental Award for<br />
Environmental Restoration.<br />
In FY04, the Army transferred the Phase III BRAC property.<br />
The installation initiated the removal of lead contaminated soil<br />
at Old PDO Scrapyard. The installation continued groundwater<br />
sampling for PDO OU 2.<br />
In FY05, the Army signed a ROD for SE OU 4. The installation<br />
submitted RODs for Phase IV and SE OU 10 for regulatory<br />
review.<br />

Letterkenny AD installed and sampled additional deep wells in<br />
SE OUs 3, 6, and 11 to address groundwater plume delineation<br />
issues. The Army and EPA signed a ROD and FOST for the<br />
Phase IV Parcels. The Army and EPA also signed RODs for the<br />
SE OU 10 groundwater and SE OU 2 Industrial Wastewater<br />
Sewers and Associated Contaminated Soils. Work began in the<br />
Ammo Area on the TNT Washout Plant and SE OU 12 Landfill<br />
5 (Area G). The installation continued to address landfill issues<br />
at SE OU 9 Landfill (LF) 2 (Area J).<br />
Technical issues delayed the FFS and remedial design (RD)<br />
phase for the on- and off-post contaminated groundwater (SE<br />
OUs 3, 6, and 11). Mission changes and force protection issues<br />
delayed the property transfer of the Phase IV parcels.<br />
