In 1880 Dover Powder Depot, now known as Picatinny Arsenal,<br />

was established to store the gunpowder needed to manufacture<br />

ammunition. From 1898 to the early 1970s, the installation<br />

manufactured explosives, propellants, and ammunition. It now<br />

houses the Armament Research, Development and<br />

Engineering Center (ARDEC). EPA placed ARDEC on the NPL<br />

in February 1990. The Army and EPA signed an interagency<br />

agreement (IAG) in July 1991. In FY91, the installation<br />

identified 156 sites including a burning ground, landfills,<br />

underground storage tanks, former production areas, and<br />

former testing sites. Releases of volatile organic compounds<br />

(VOCs), explosives, and heavy metals from these sites have<br />

contaminated groundwater, surface water, sediment, and soil.<br />

The remedial investigation and feasibility study (RI/FS) in FY91<br />

divided the identified sites at the installation into 16 areas. In<br />

FY96, the installation's technical review committee was<br />

converted to a Restoration Advisory Board (RAB). In FY98 and<br />

FY05, the installation procured technical assistance for public<br />

participation (TAPP) contracts to provide technical support for<br />

the RAB. A community relations plan (CRP) was developed in<br />

FY00. Five-year reviews were completed in FY01 and FY06.<br />

Environmental studies initially identified 175 sites at the<br />

installation, 113 of which are response complete (RC), mostly<br />

through consolidation and identification of ineligible sites from<br />

the original list. The Army and EPA have signed four Records<br />

of Decision (RODs). The cleanup progress at ARDEC for FY02<br />

through FY05 is detailed below.<br />

In FY02, The installation submitted the report on the effects of<br />

contaminated or potentially contaminated fish in ponds and<br />

lakes. Treatment of tetryl-contaminated soil using bioslurry<br />

continued.<br />

In FY03, the installation completed FSs for Sites 180 and<br />

25/26. Regulators determined that an FS for Site 22 was not<br />

needed. Eight sumps, drywells, and other structures were<br />

investigated and eliminated. The installation signed a decision<br />

document addressing six lead-contaminated areas around the<br />

arsenal. The installation completed the cap for Site 20/24. The<br />

Army investigated midvalley groundwater and submitted RI<br />

reports on over 60 sites to the regulators. The installation<br />

action, resulting in RC for 84 sites. The Army completed the<br />

Phase III inventory of closed, transferred, and transferring<br />

(CTT) ranges and sites with unexploded ordnance (UXO),<br />

discarded military munitions, or munitions constituents. Military<br />

Munitions Response Program (MMRP) sites were identified.<br />

In FY04, the Army and EPA signed the Area D Groundwater<br />

ROD for the replacement of the pump-and-treat hydraulic<br />

barrier with a permeable reactive barrier and monitored natural<br />

attenuation (MNA). The installation completed the removal of<br />

sediment for the retention basin of Bear Swamp Brook and the<br />

proposed plans (PPs) for Site 25/26 and Area E. The<br />

installation removed lead-contaminated soils at six sites and<br />

submitted the RI Report for all sites in Areas H, I, J, and K. The<br />

Army approved FSs for Sites 64/104 and 180, and Groups 1<br />

and 3. Under the MMRP, the Army provided the CTT report to<br />

regulators for review.<br />

In FY05, the installation completed three RODs for the Post<br />

Farm Landfill, Green Pond Brook and Site 34 of the Burning<br />

Grounds. Six major RI reports have been approved that<br />

address over 70 sites. The installation submitted FSs for the<br />

former Defense Reutilization and Marketing Office (DRMO)<br />

Yard and 25 sites. Additionally, sump and dry well removals<br />

were completed. The installation completed five pilot studies of<br />

contaminated groundwater, including magnus techniques for<br />

biomediation and a nano-iron groundwater study. The Army<br />

approved a TAPP contract for the installation.<br />

The Army awarded a performance-based contract (PBC) for<br />

most of the <strong>Installation</strong> Restoration Program (IRP) sites. The<br />

installation submitted FSs for Building 31/33 and the Midvalley<br />

Area. The installation also initiated the remedial design for the<br />

permeable reactive wall and MNA for Area D Groundwater, the<br />

Green Pond Brook ROD, the Post Farm, and long-term<br />

monitoring. The Army submitted an ecological risk assessment<br />

for Phases I and III. The installation completed the Area B PP<br />

for pubic notice. ARDEC completed a 5-year review and EPA<br />

agreed with the determinations.<br />

Legal issues delayed RODs for Areas B and E Groundwater<br />

and delayed submittal of the PPs for Group 1, Group 3, Site 31,<br />

and Area C Groundwater. Technical issues delayed the ROD<br />

for 13 sites with institutional controls (ICs), which now require<br />

an FS. Technical issues also delayed the PP for Site 180.<br />

Regulatory and legal issues delayed the Site 25/26 ROD and<br />

PPs for Site 25 and Building 31/33.<br />

The installation conducted a historical records review (HRR) to<br />

determine installation MMRP sites and develop a site<br />

inspection (SI) work plan. The Army approved the HRR and<br />

submitted it to the regulators. The Army also signed a<br />

time-critical removal action for off-site UXO contamination from<br />

a 1926 explosion. The neighboring mining operation had<br />

discovered up to seven UXO on the property during mining<br />

operations. A contract was awarded to initiate the action.<br />

Funding issues delayed the SI for all installation MMRP sites.<br />

The installation did not update the CRP to ensure that off-site<br />

issues and the results of the HRR could be incoporated into the<br />

document.<br />
