Marine Corps Base Quantico operated a municipal landfill<br />

throughout the 1970s. After the landfill closed, the area was<br />

used as a scrap yard. Sites at the installation include surface<br />

disposal areas, underground storage tanks, and disposal pits<br />

that contain contaminated soil, surface water, and sediment. A<br />

technical review committee was formed in FY89. The facility<br />

signed a federal facility compliance agreement in December<br />

1991. In FY92, the installation established three information<br />

repositories, each containing a copy of the administrative<br />

record. Contamination at the old landfill area was the primary<br />

reason for the installation's placement on the NPL in June<br />

1994. In 2005, the BRAC Commission recommended Marine<br />

Corps Base Quantico for realignment. The installation<br />

completed a community relations plan in FY95, which was<br />

updated in June 2003. The installation signed a federal facility<br />

agreement (FFA) in February 1999. In FY02, the installation<br />

conducted a 5-year review for Site 4.<br />

EPA has identified 303 areas of concern (AOCs) at Quantico.<br />

The Navy currently recognizes 102 <strong>Installation</strong> Restoration<br />

Program (IRP) sites and RCRA solid waste management units<br />

(SWMUs). The remaining AOCs required further investigation<br />

to determine extent of contamination. In FY99, two SWMUs and<br />

seven AOCs were closed. The installation signed a No Further<br />

Action (NFA) Record of Decision (ROD) for Sites 1 and 5 in<br />

FY00, and Site 17 in FY01. The cleanup progress at Marine<br />

Corps Base Quantico for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed environmental engineering<br />

and cost analyses (EE/CAs) for Sites 2 and 97. Site 97 was<br />

closed with NFA and a removal action was implemented for<br />

Site 2. The installation implemented Quantico Watershed<br />

investigation sampling. In addition, work was done on the<br />

EE/CA and interim remedial action (IRA) at Site 20. Through<br />

extensive partnering agreements, 42 IRP sites and 84 AOCs<br />

were closed. The installation conducted a 5-year review of the<br />

interim ROD for Site 4. The U.S. Army Corps of Engineers<br />

completed an inventory of all Military Munitions Response<br />

program (MMRP) sites. MMRP sites were identified at this<br />

installation in the archive search report and preliminary range<br />

assessment.<br />

In FY03, the installation completed the EE/CAs on four sites<br />

and implemented IRAs at three sites. The installation submitted<br />

the final feasibility study (FS) for Site 4 to regulators for review.<br />

The installation completed the final post-IRA report for Quantico<br />

Embayment. The installation awarded the IRA at Site 20.<br />

In FY04, the installation completed Phase I of the IRA at the<br />

Former Rifle Range (Site 20) and implemented Phase II. The<br />

installation also completed an additional IRA for the auto hobby<br />

shop (Site 34) resulting in site closure and awarded IRAs for<br />

additional site work. The installation finalized the post-IRA study<br />

for contaminated sediments and submitted a draft FS for<br />

review. Sampling work continued for the remainder of the<br />

Quantico Watershed Study site inspections (SIs) and remedial<br />

investigations. The installation completed EE/CAs for five sites.<br />

In FY05, Marine Corps Base Quantico completed an IRA at Site<br />

20. The installation completed EE/CAs and IRAs for three sites.<br />

The installation issued a final SI for the Potomac River<br />

Sediments.<br />

Marine Corps Base Quantico completed IRAs at six sites and<br />

achieved remedy in place at each site. The installation<br />

achieved closeout for six IRP sites. The installation also<br />

completed the draft final FS for the Quantico Embayment<br />

Sediments and draft RODs for Sites 4, 5, and 20. The Navy<br />

completed a treatability study at one groundwater site and<br />

implemented an IRA. The cost of completing environmental<br />

restoration has changed significantly due to regulatory issues.<br />

Regulatory issues delayed two RODs.<br />

commenced.<br />
