In July 1993, the BRAC Commission recommended closure of<br />
K.I. Sawyer Air Force Base (AFB), deactivation of the 410th<br />
Wing, and transfer of the base's mission. In September 1995,<br />
the installation closed. Environmental studies have been in<br />
progress at the installation since FY84. Sites identified through<br />
environmental studies conducted at the installation include<br />
landfills, fire training (FT) areas, underground storage tanks<br />
(USTs), aboveground storage tank spill sites, drainage pits, and<br />
a drainage pond (DP). The primary contaminants affecting soil<br />
and groundwater are petroleum hydrocarbons, trichloroethylene<br />
(TCE), tetrachloroethylene (PCE), vinyl chloride, and heavy<br />
metals. Interim remedial actions (RAs) have included removal<br />
of USTs, removal and cleanup of contaminated soil, installation<br />
of groundwater extraction wells, construction and operation of a<br />
groundwater treatment plant, removal of fuel from groundwater<br />
at the former petroleum/oil/lubricant (POL) storage area (ST<br />
004), and installation of bioventing systems. In FY94, a<br />
Restoration Advisory Board (RAB) was formed and the<br />
installation received a technical assistance for public<br />
participation (TAPP) grant for work performed in FY99. TAPP<br />
funding was used for the technical review of documents for<br />
Sites Landfill (LF) 001, ST 004, and FT 006. The final RA plan<br />
(RAP) was completed for LF 001 and a draft RAP was<br />
completed for ST 004. In addition, RAs were completed at LF<br />
001. The installation completed its first 5-year review in FY06.<br />
Thirty <strong>Installation</strong> Restoration Program (IRP) sites have<br />
required additional investigation at this installation. To date, no<br />
further action closure documents have been completed for 21<br />
sites. The cleanup progress at K.I. Sawyer AFB for FY02<br />
through FY05 is detailed below.<br />
In FY02, operation of the treatment systems and groundwater<br />
monitoring continued. A basewide RAP was submitted to the<br />
State as planned. Remedial design (RD) was completed and<br />
RA construction (RA-C) began for the removal of contaminated<br />
soil and the installation of a soil venting system at Site OT 013.<br />
RD was also completed and RA-C was initiated for the<br />
alteration and upgrade of the fuel recovery trench at Site ST<br />
004.<br />
In FY03, the installation attained response complete at two<br />
sites, FR 026 (Firing and Machine Gun Range) and XE 027<br />

(Explosive Ordnance Disposal Range). The installation also<br />
transferred 93 acres to the County of Marquette. A remedial<br />
process optimization review was planned to identify<br />
opportunities for enhancing the effectiveness and efficiency of<br />
remediation efforts.<br />
In FY04, the installation completed the RA-C at Site OT 013<br />
and the modification of the Site ST 004 interceptor trench. The<br />
Air Force conducted an inventory of Military Munitions<br />
Response Program (MMRP) sites. MMRP sites were identified<br />
at this installation.<br />
In FY05, the installation completed closure sampling for the soil<br />
vapor extraction system at Site FT 006 in anticipation of system<br />
shutdown and decommissioning. The closeout sampling<br />
protocol was also initiated at Site DP 002. The installation<br />
developed a shutdown plan at Site OT 013. Groundwater<br />
monitoring continued at various sites. Transfer of the remaining<br />
property at K.I. Sawyer was completed; only the property at the<br />
Defense Fuels Supply Point (DFSP) at Escanaba (Site OT 013,<br />
40 acres) remains to be transferred. The Air Force began<br />
evaluating requirements at MMRP sites at this installation. The<br />
installation also initiated the first 5-year review. The RAB held<br />
an annual meeting.<br />

The installation completed optimization of basewide<br />
groundwater monitoring, thus reducing the frequency and<br />
number of wells sampled. The Air Force continued to verify that<br />
the rebound of contaminants will not occur with the treatment<br />
system shutdown at DP 002 through limited groundwater<br />
sampling. K.I. Sawyer AFB continued working toward<br />
completion of RAs at the DFSP (OT 013) and combined<br />
Escanaba Areas 1 and 2 for purposes of property transfer. The<br />
installation completed its first 5-year review. The Air Force<br />
continued monitoring and routinely inspecting sites, and<br />
completed optimization of basewide groundwater monitoring.<br />
The cost of completing environmental restoration has changed<br />
significantly due to technical issues and changes in estimating<br />
criteria.<br />
