The Cecil Field Naval Air Station (NAS) supports the<br />
maintenance of Naval weapons and aircraft. In July 1993, the<br />
BRAC Commission recommended closure of this installation<br />
and relocation of its aircraft, personnel, and equipment to other<br />
stations. BRAC 1995 redirected associated bombing ranges to<br />
Jacksonville NAS, reducing the BRAC footprint to 17,225 acres.<br />
Operations that caused contamination include equipment<br />
maintenance, storage and disposal of fuel and oil, fire training,<br />
and training on target ranges. Investigations have identified 25<br />
CERCLA sites, 10 major underground storage tank (UST) sites,<br />
235 USTs, 250 BRAC grey sites, and 1 RCRA site. EPA placed<br />
the installation on the NPL in November 1989 and signed a<br />
federal facility agreement (FFA) in November 1990. A technical<br />
review committee was formed in FY94 and converted to a<br />
Restoration Advisory Board (RAB) in FY95. A BRAC cleanup<br />
team was formed in FY94. The installation completed 5-year<br />
reviews in FY00 and FY05.<br />
To date, the installation has signed 24 Records of Decision<br />
(RODs) and 12 findings of suitability to transfer (FOSTs),<br />
totaling 16,827 transferred acres, and delisted approximately<br />
16,584 acres from the NPL. The cleanup progress at Cecil Field<br />
NAS for FY02 through FY05 is detailed below.<br />
In FY02, the installation implemented a remedial action (RA) at<br />
Site 36/37. The remedial investigation and feasibility study<br />
(RI/FS) was completed for Sites 21 and 25. RODs for Sites 42,<br />
44, and the old golf course were completed. The parks and<br />
recreation Phase II FOST (12 acres) was completed. The<br />
engineering evaluation and cost analysis for Sites 32 and 49<br />
was completed. No further action (NFA) was achieved for<br />
Potential Source of Contamination 39, Sites 42 and 44, and 824<br />
OW, Tanks 367 and 428, and Building 610. The Navy<br />
completed an inventory of all Military Munitions Response<br />
Program (MMRP) sites. One MMRP site was identified at this<br />
installation.<br />
In FY03, Cecil Field NAS completed the RI/FS for Site 57/58.<br />
The installation implemented RAs at Sites 21, 25, 32, 45, and<br />
57/58 (without signed RODs), the jet engine test cell, and Tank<br />
271. The installation completed 2 FOSTs for 18.2 acres. The<br />
installation achieved the groundwater cleanup criteria at Sites<br />
7, 11, and Building 610, and regulators approved the NFA. The<br />

installation delisted 16,584 acres from the NPL. Additionally,<br />
Site 15 was placed in the MMRP.<br />
In FY04, the installation signed RODs for Sites 25, 32, and 45,<br />
and completed land use control (LUC) remedial designs (RDs)<br />
for Site 45. Cecil Field NAS also completed operating properly<br />
and successfully (OP&S) at Sites 1, 2, 3, 8, 16, and 17. The<br />
installation initiated the RA at North Fuel Farm and Day Tank 1,<br />
and completed RAs at Sites 49 and 58. The Navy installed and<br />
began operating air sparging systems at Building 271 and the<br />
jet engine test cell. Cecil Field NAS completed the preliminary<br />
assessment and site investigation for Site 59 and initiated the<br />
RI. The installation transferred 224 acres. The Florida<br />
Department of Environmental Protection issued a Hazardous<br />
and Solid Waste Amendments Corrective Action Permit to the<br />
installation.<br />
In FY05, Cecil Field NAS completed the second 5-year review<br />
for all sites and completed RODs for Sites 21, 57, and 58. In<br />
addition, the facility signed a FOST that transferred 120.4<br />
acres, and issued LUC RDs and OP&S documentation for Sites<br />
1, 2, 3, 8, 16, and 17. The installation submitted draft OP&S<br />
documentation and draft LUC RDs for Sites 5, 21, 25, 32, 57,<br />
and 58 to regulators. Also, the facility completed Site 59 RI<br />
fieldwork and completed the Site 15 FS and proposed plan.<br />
The installation installed the North Fuel Farm air sparging<br />
system and continued long-term operations and long-term<br />
management (LTO/LTM) at 36 groundwater sites. The facility<br />
completed munitions and explosives of concern (MECs)<br />
investigation, and detonated found MECs at 20 acres of the<br />
North Apron Expansion site. The installation celebrated the<br />
10-year anniversary of the RAB.<br />

Cecil Field NAS completed LTO/LTM at 36 sites. The<br />
installation completed RAs at Site 49. The Navy signed RODs<br />
at Sites 15 and 49 and approved OP&S documents and LUC<br />
RDs for 8 sites. The installation implemented the<br />
biostimulation/augmentation pilot study at Site 59.<br />
Technical issues delayed the Site 15 RA. Regulatory concerns<br />
with OP&S documents and LUC language delayed the signing<br />
of FOSTs and deeds for 216 acres.<br />

20 acres at Hangar 860 and two additional acres at the North<br />
