In July 1993, the BRAC Commission recommended closure of<br />

the Dallas Naval Air Station (NAS), which served as a pilot<br />

training center. The installation closed September 30, 1998.<br />

After the base was closed, operations were transferred to Fort<br />

Worth NAS. A number of the industrial operations that<br />

supported the installation's military mission contributed to<br />

contamination. For investigation of environmental conditions,<br />

the installation was divided into six areas, categories A through<br />

F, based on operations and property ownership. In FY94, a<br />

BRAC cleanup team (BCT) was formed, and a BRAC cleanup<br />

plan was completed. The installation formed a Restoration<br />

Advisory Board (RAB), which was adjourned in FY05, and<br />

established an information repository. A local redevelopment<br />

authority was established and adopted a land reuse plan.<br />

During FY96, the installation completed a community relations<br />

plan.<br />

The installation completed a RCRA facility assessment, which<br />

identified 139 solid waste management units (SWMUs) and 44<br />

areas of concern. To date, 47 sites have been identified at this<br />

installation requiring further action. The cleanup progress at<br />

Dallas NAS for FY02 through FY05 is detailed below.<br />

In FY02, the installation continued monitoring and one pilot<br />

study to address compounds in groundwater. Negotiations with<br />

the City of Dallas regarding cleanup standards and activities<br />

were settled. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. Two MMRP sites<br />

were identified at this installation. One site was determined to<br />

require no further action through the RCRA facility investigation<br />

process.<br />

In FY03, interim actions at one groundwater site continued. The<br />

rubble landfill and the Texas Air National Guard pond<br />

sediments were excavated and disposed of at an off-site<br />

landfill. Dallas NAS excavated soil across the installation that<br />

exceeded state closure criteria and disposed of it off-site as<br />

part of the source removal actions. The installation continued<br />

long-term management (LTM) of the remedy for the main fuel<br />

farm and conducted negotiations with the regulatory agencies<br />

to accept monitored natural attenuation (MNA) as the preferred<br />

remedy for groundwater contaminants. A RCRA permit renewal<br />

and compliance plan application were completed for the<br />

remaining groundwater plumes. The second MMRP site was<br />

remediated in conjunction with the excavation and disposal<br />

activity at the Rubble Landfill. The BCT conducted team<br />

meetings and various site visits of ongoing remediation.<br />

In FY04, the installation completed soil remediation, and<br />

continued MNA on groundwater plumes. The installation also<br />

implemented enhanced MNA pilot studies. Dallas NAS initiated<br />

BCT review of closure documents and final regulatory approval.<br />

In FY05, the installation continued investigation and MNA on<br />

the groundwater plumes. The installation submitted final<br />

response action plans. In addition, the installation completed<br />

response action completion reports for 84 soil sites and<br />

submitted them for review. Long-term operation (LTO)/LTM<br />

continued for the remaining sites. The RAB adjourned, due to<br />

the specified environmental cleanup standards and funding<br />

provided in the settlement agreement between the City of<br />

Dallas and the Navy.<br />

Dallas NAS completed site restoration and groundwater<br />

excavation at SWMUs 18 and 85 by engineering maintenance<br />

and control. The installation continued LTO/LTM for remaining<br />

sites. The Navy completed MNA remediation at SWMU 35 and<br />

began the report.<br />
