In July 1995, the BRAC Commission recommended closing<br />

most Fort McClellan facilities. The Army retained the minimum<br />

essential land and facilities for a Reserve component enclave<br />

and essential facilities for auxiliary support of the chemical<br />

demilitarization operation at Anniston Army Depot. Studies<br />

since FY90 have identified the following site types at Fort<br />

McClellan: maintenance facility areas; training and range areas;<br />

underground storage tanks; landfills; incinerators; storage<br />

handling areas for toxic and hazardous materials; and chemical<br />

agent and radioactive substance training, storage, and disposal<br />

areas. The main contaminants of concern are chlorinated<br />

volatile organic compounds (VOCs) in groundwater and lead in<br />

soils. In FY95, EPA concluded that environmental conditions at<br />

Fort McClellan did not warrant its placement on the NPL.<br />

During FY95, the Army established information repositories at<br />

three locations, and the community formed a local<br />

redevelopment authority (LRA). In FY96, the installation formed<br />

a BRAC cleanup team (BCT) and a Restoration Advisory Board<br />

(RAB). The installation completed its environmental baseline<br />

survey and BRAC cleanup plan version I in FY98. The Army<br />

provided technical assistance for public participation (TAPP)<br />

contracts for the RAB in FY02, FY03, FY04, and FY05.<br />

The Army has identified 140 sites at the installation and<br />

transferred 18,129 acres. The Army has completed 95 decision<br />

documents (DDs), 6 action memoranda, and a Record of<br />

Decision. The cleanup progress at Fort McClellan for FY02<br />

through FY05 is detailed below.<br />

In FY02, the BCT reviewed three finding of suitability to<br />

transfers (FOSTs) and the Army transferred 3,030 acres. The<br />

BCT reviewed the engineering evaluation and cost analyses<br />

(EE/CAs) for M1 01 Parcel, 33 chemical warfare material<br />

(CWM) sites, and 11 fill areas. The Army completed the M1 01<br />

Parcel and M3 miscellaneous property EE/CA, and removal<br />

reports for the M2 Parcel and the Eastern Bypass construction<br />

support surface clearance. The Army also completed a CWM<br />

EE/CA for 33 sites; no CWM was found. The RAB received a<br />

TAPP contract for technical evaluation and training.<br />

In FY03, the BCT reviewed 3 FOSTs, an environmental<br />

condition of property report and a finding of suitability for early<br />

transfer, and the Army transferred 12,992 acres. The LRA<br />

assumed responsibility for characterization/remediation for a<br />

portion of the early transfer parcels as specified in the<br />

environmental services cooperative agreement (ESCA)<br />

between the Army and the LRA. The installation completed the<br />

EE/CA for 11 fill areas, decommissioning activities at Rideout<br />

Field burial mound and field work for site inspections at the<br />

historical ranges. The Army completed the closed, transfered,<br />

and transferring ranges and sites inventory report that identified<br />

12 Military Munitions Response Program (MMRP) sites. Under<br />

the MMRP, the installation completed the Alpha Area EE/CA<br />

and the M1 01 Parcel final removal report, and continued<br />

EE/CAs for the Bravo and Charlie Areas. The RAB received<br />

another TAPP contract for technical evaluation and training.<br />

In FY04, the installation completed CWM 3X scrap removal<br />

field activities at Training Areas T 38 and T 24 A and a FOST<br />

for Highway 21. The BCT reviewed a FOST and the Army<br />

transferred 158 acres to the Alabama Department of<br />

Transportation. Under the MMRP, the installation completed the<br />

Eastern Bypass final removal report for 282 acres of land.<br />

Additionally, the Army completed fieldwork activities for an<br />

interim removal action (IRA) on 60 acres of the "Y" Area<br />

Junction of the Eastern Bypass in the Bravo Area. The<br />

installation also completed fieldwork activities for a time-critical<br />

removal action on two acres at the dog kennels in the Bravo<br />

Area. The Army completed fieldwork activities for additional<br />

IRAs, including a clearance to depth on 19 acres at 3 water<br />

tank sites in the Bravo Area and a clearance to depth on roads,<br />

firebreaks, and high-use areas in the Mountain Longleaf Pine<br />

National Wildlife Refuge. The Army extended the TAPP<br />

contract for the RAB.<br />

In FY05, the Army transferred five acres and completed a<br />

modification to the ESCA to comply with a new two year<br />

funding restriction. The Army also completed negotiations for a<br />

second modification to the ESCA technical specification and<br />

requirements statement to include additional early transfer<br />

parcels and Army continuing responsibility sites. The Army<br />

completed a removal action for lead contaminated soils in a<br />

portion of the Iron Mountain Road Ranges that extended into<br />

the Eastern Bypass. No further action DDs were also<br />

completed for several small arms firing ranges. The installation<br />

completed a clearance to depth within the construction debris<br />

area of the Eastern Bypass. The Army extended the TAPP<br />

contract for the RAB. The BCT held facilitated meetings.<br />

Fort McClellan completed X-ray fluorescence surveys at the<br />

Snap Lane and Bains Gap Road Tank Sites, and erosion<br />

control measures at Iron Mountain Road Ranges. The BCT<br />

completed the Problem Formulation and Study Design for Baby<br />

Bains Gap Road Ranges. The cost of completing environmental<br />

restoration has changed significantly due to technical issues.<br />

Fort McClellan completed a clearance to depth on 19 acres<br />

located in the Charlie Area and signed Statements of Clearance<br />

for the Eastern Bypass, the Water Tank Sites, and the Bains<br />

Gap Road.<br />

The installation also completed the draft final version of the<br />

Bravo Area EE/CA and submitted it to the LRA; regulatory<br />

issues delayed its completion.<br />
