Fort Gillem, a sub-installation of Fort McPherson, was<br />

recommended for closure by the 2005 BRAC Commission. The<br />

installation comprises approximately 1,426 acres and is<br />

surrounded by residential and commercial properties. Fort<br />

Gillem supports Army Forces Command (FORSCOM)<br />

readiness missions and is home for many FORSCOM and Fort<br />

McPherson activities. The Eastern Distribution Region of the<br />

Army and Air Force Exchange Service uses approximately 60<br />

acres for storage. Fort Gillem also supports the Federal<br />

Emergency Management Agency disaster relief activities by<br />

providing warehouse and office space. In 2001, 27,000 tons of<br />

lead contaminated soil and 4,000 tons of VOC contaminated<br />

soil were excavated at the Northern Landfill Area (FTG 01).<br />

The cleanup progress at Fort Gillem for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the installation identified the groundwater plume<br />

source with direct push sampling at FTG 01 North Landfill Area<br />

site and additional samples to delineate the plume were taken<br />

at FTG 04. The Army conducted a remedial investigation (RI)<br />

at FTGs 07 and 09. The Army collected additional samples at<br />

FTG 13 to support the baseline risk assessment (BLRA) that it<br />

subsequently completed.<br />

In FY03, the installation further defined the source areas at<br />

FTG 01 and conducted an additional RI for FTG 07.<br />

In FY04, the installation conducted a focused investigation on<br />

the MW 48A area at FTG 01. The Army completed a focused<br />

feasibility study (FFS) for the FTG 07 site and a FS for the FTG<br />

09 site.<br />

In FY05, the Army awarded a performance-based contract<br />

(PBC) for FTGs 01, 04, 07, 09, 10, and 13. The remaining<br />

restoration sites: FTGs 02, 03, 05, 06, 08, and 14 have been<br />

recommended for no further action based on the site<br />

investigation, pending concurrence/approval from the Georgia<br />

Environmental Protection Division.<br />

The Army initiated preparation of an Environmental Condition of<br />

Property (ECP) report and a CERFA report in response to the<br />

BRAC 2005 recommendations for closure of the installation.<br />

Fort Gillem completed a FFS for the cleanup strategy at FTG<br />

01 (Operable Units A, B, H and I). The Army developed RI work<br />

plan to address data gaps at FTG 01. Fort Gillem prepared<br />

remedial design documents for interim remedial measures to<br />

address source removals at FTGs 01 and 09. The Army<br />

prepared RI reports for FTGs 04, 07, 09, and 10. Additionally,<br />

the installation evaluated the groundwater monitoring network<br />

and the off-site well survey.<br />

Fort Gillem had no MMRP sites previously identified, but<br />

several operational ranges are present. The Army completed a<br />

historical records review for the operational ranges at Fort<br />

Gillem.<br />
