In July 1991, the BRAC Commission recommended closure of<br />

Rickenbacker Air National Guard (ANG) Base, which had<br />

supported aircraft operations. In July 1993, realignment was<br />

recommended rather than base closure. The installation was<br />

realigned on September 30, 1994. Rickenbacker ANG Base<br />

was proposed for listing on the NPL in January 1994, because<br />

of the potential effects of contamination on underlying<br />

groundwater. A Restoration Advisory Board formed and a<br />

basewide Environmental Baseline Survey was completed in<br />

FY94. In FY95, a final environmental impact statement was<br />

published. From FY96 through FY97, a supplemental remedial<br />

investigation report was completed. Remedial actions (RAs)<br />

included removal of 59 underground storage tanks, 28<br />

aboveground storage tanks, and asbestos-containing materials;<br />

closure of abandoned fuel lines; and demolition of the heat and<br />

water plant lagoons. In FY06, the installation finalized the first<br />

5-year review.<br />

To date, all Records of Decision have been signed. The Air<br />

Force has transferred approximately 1,739 acres to the local<br />

redevelopment authority (LRA). No further remedial action<br />

planned documents were signed for 16 <strong>Installation</strong> Restoration<br />

Program (IRP) sites and 3 areas of concern. Seven other IRP<br />

sites were closed with regulatory concurrence. The cleanup<br />

progress at Rickenbacker ANG Base for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the amended Site 1 closure and post closure plan was<br />

approved. The draft land use control/institutional control<br />

(LUC/IC) layering strategy plan was updated and submitted to<br />

regulators for comment.<br />

In FY03, the installation transferred 310 acres to the LRA and<br />

published the final investigation report for Site 12/597.<br />

In FY04, the installation completed the 2-year report for IRP<br />

Sites 2, 21, 41, 42, and 43, and finalized the LUC/IC<br />

management plan. After review of groundwater data, the<br />

basewide groundwater restriction was removed. The installation<br />

shut down the groundwater treatment system at Site 2 and<br />

initiated monitored natural attenuation. The two<br />

vacuum-enhanced recovery systems at Pumphouses 898/899<br />

and Segment G of the 1942 fuel line were turned off. A<br />

remedial process optimization (RPO) study was completed. The<br />

first 5-year review was initiated. The Air Force Real Property<br />

Agency (AFRPA) conducted an inventory of Military Munitions<br />

Response Program (MMRP) sites. No MMRP sites were<br />

identified on the BRAC portion of the installation.<br />

In FY05, the installation obtained approval letters for operating<br />

properly and successfully (OP&S) demonstrations at IRP Sites<br />

21 and 42. A Statement of Basis for No Further Action was<br />

signed for Site 43 contingent upon the land use requirements.<br />

The installation transferred 47 acres of Parcel D3A and 15<br />

acres of Parcel D3B containing the petroleum/oil/lubricant bulk<br />

storage area to the LRA. The installation continued to work on<br />

the draft 5-year review. The Air Force awarded a<br />

performance-based contract to close the remaining IRP Sites,<br />

Sites 1, 2, 21, and 42. The installation also implemented the<br />

RPO recommendations identified during the FY04 study. The<br />

BRAC cleanup team (BCT) reviewed the draft 5-year review<br />

and held one meeting.<br />

The Air Force implemented site closure acceleration<br />

enhancements at Sites 41 and 42; approximately 100 cubic<br />

yards of contaminated soil were removed from Site 41. The<br />

installation added an aqueous solution of food grade vegetable<br />

oil and simple sugars to the groundwater to act as a long-term<br />

electron donor and to accelerate site closure at Sites 41 and<br />

42. The installation expanded the air sparge system at Site 2.<br />

Rickenbacker ANG Base finalized the first 5-year review. The<br />

installation submitted the Site 2 demonstration of an RA OP&S<br />

document to EPA Region 5 and received approval.<br />

Rickenbacker ANG Base completed transfer of Site 43 (Parcels<br />

B1/D3E and Parcels D3B, D3C, D3F, D3G, and D3K) to the<br />

LRA. The Air Force decided to retain Parcels D3I, D3J, and<br />

D3L for use by the Ohio ANG.<br />

Ongoing discussions about the pilot study at Site 42 delayed<br />

the transfer of Parcel D3D.<br />

The BCT met twice.<br />
