The Air Force began restoration activities at F.E. Warren Air<br />
Force Base (AFB) in FY84. Between 1984 and 1989,<br />
trichloroethylene (TCE)-contaminated soil was removed from<br />
Spill Sites (SSs) 1, 4, and 7, as well as the acid dry well site.<br />
The base was placed on the NPL in February 1990 and a<br />
federal facility agreement (FFA) was signed in 1991 that<br />
included 19 sites, which were grouped into 7 operable units<br />
(OUs); Modification 11 was signed in July 1998. Five additional<br />
sites have been identified since 1991. All sites were<br />
subsequently grouped into 14 OUs and five investigative zones.<br />
In FY95, a Restoration Advisory Board (RAB) was formed. The<br />
Air Force completed a basewide 5-year review in FY99 and<br />
again in FY04.<br />
To date, remedial investigations (RIs) have identified 24 sites<br />
which were grouped into 14 OUs. The installation has signed<br />
Records of Decision (RODs) for 19 of the sites, 11 of which<br />
required no further action (NFA). The cleanup progress at F.E.<br />
Warren AFB for FY02 through FY05 is detailed below.<br />
In FY02, the engineering evaluation and cost analysis for SS 7<br />
source area removal action was completed. The supplemental<br />
design work at Zone C indicated that the selected remedy of<br />
extraction and treatment was not feasible. The supplemental<br />
preliminary assessment was completed. Meetings and training<br />
for the RAB continued. Partnering meetings with the Air Force,<br />
EPA, the State, contractors, and project managers continued<br />
on a regular basis.<br />
In FY03, the Air Force completed construction of the Zone B<br />
final remedial action (RA) by installing a pump-and-treat<br />
system. The revised feasibility study for Zone C was completed<br />
and the ROD amendment continued on schedule.<br />
In FY04, the Air Force completed and signed the landfills (LFs)<br />
4 and 7, and Fire Protection Training Area 1 final RODs. The<br />
RAs for LFs 4 and 7 were subsequently completed. The source<br />
area removal action at SS 7 was completed. The second 5-year<br />
review was completed. The Zone C ROD amendment was also<br />
completed.<br />
In FY05, F.E. Warren AFB completed and signed the Zone E<br />
ROD indicating NFA required. The installation completed the<br />

Phase I Range RI with over 30,000 anomalies identified and<br />
investigated. The Zone C ROD amendment was signed and the<br />
remedy was implemented. The remedy selected for Zone C<br />
included the use of hydraulic fracturing to place solid potassium<br />
permanganate within the zone of groundwater contamination.<br />
The installation also completed a supplemental preliminary<br />
assessment/site inspection that added four sites to the<br />
installation's cleanup program. The Air Force updated its<br />
Military Munitions Response Program (MMRP) inventory. No<br />
MMRP sites were identified at this installation during inventory<br />
development. Meetings and training for the RAB continued.<br />
Partnering meetings with the Air Force, EPA, the State,<br />
contractors, and project managers continued regularly.<br />

F.E. Warren AFB completed and signed the ROD for Zone D<br />
groundwater and an NFA ROD for the Zone D source areas.<br />
The installation completed the remedial design and began<br />
construction of the Zone D groundwater RA. The installation<br />
began a Phase II site inspection (SI) for two of the newly<br />
identified sites (SS 9 and SA 10), and began RI activities for the<br />
other two sites (SS 8 and SS 10). The Air Force identified<br />
munitions and explosives of concern (MEC) and MEC-scrap<br />
along the base boundary, indicating a need to investigate the<br />
adjacent private property. F.E. Warren AFB began the process<br />
to obtain access to this property. The Air Force continued the<br />
RI of the closed firing ranges. The cost of completing<br />
environmental restoration has changed significantly due to<br />
changes in estimating criteria.<br />
The RAB held quarterly meetings, and also discussed proposed<br />
plans for the installation's sites.<br />
