From 1941 to 1968, Orlando Naval Training Center (NTC)<br />

served as an Army air base and an Air Force base. In 1968, it<br />

became a naval training center. In July 1993, the BRAC<br />

Commission recommended closure of the installation and<br />

relocation of its activities. The installation has four areas: the<br />

main base, Area C, Herndon Annex, and McCoy Annex. Most<br />

of the operational and training facilities are located on the main<br />

base. Area C, west of the main base, contains warehouse and<br />

laundry operations. Herndon Annex contains warehouse and<br />

research facilities. McCoy Annex contains housing and<br />

community facilities. In FY94, the installation formed a<br />

Restoration Advisory Board and a BRAC cleanup team (BCT).<br />

The installation closed on April 30, 1999. In FY01, the<br />

installation conducted a 5-year review.<br />

The installation has identified 55 areas of concern (AOCs) and<br />

more than 300 tank systems requiring removal or assessment.<br />

The BCT completed a Record of Decision (ROD) and removed<br />

and assessed 55 tanks. The installation completed a draft<br />

finding of suitability to lease for McCoy Annex and draft findings<br />

of suitability to transfer for the public benefit conveyance of<br />

Herndon Annex and part of McCoy Annex to the Airport<br />

Authority. In addition, the installation has transferred 1,425<br />

acres to the City of Orlando, and approximately 83 acres to the<br />

Federal Aviation Administration. The cleanup progress at<br />

Orlando NTC for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed the project plan for<br />

Operable Unit (OU) 2. Although completed, the Department of<br />

Veterans Affairs declined the transfer of 45.8 acres due to<br />

environmental issues. Also, the Navy completed an inventory of<br />

all Military Munitions Response Program (MMRP) sites. No<br />

MMRP sites were identified at this installation.<br />

In FY03, operating properly and successfully was granted at<br />

Study Area (SA) 36 and is still pending at the remaining AOCs.<br />

The installation issued decision documents (DDs) for SA 18<br />

and SA 54. Treatability studies at OU 3 and Building 7125 were<br />

completed. Orlando NTC completed the original interim<br />

remedial action (IRA) at OU 2. IRAs continued at OU 3 and OU<br />

4. The installation transferred SA 36 and SA 39 (3.42 acres) to<br />

the City of Orlando via covenant deferral.<br />

In FY04, the installation continued long-term management<br />

(LTM) at SAs 17, 36, 39, 52, and OU 1, and operation and<br />

management (O&M)/LTM at OUs 2, 3, and 4. It also completed<br />

Phase II of the finding of suitability for early transfer (FOSET) of<br />

the majority of remaining sites (OUs 2 and 3, the majority of<br />

Area C, OU 4, SAs 2, 17, and 52). The installation initiated the<br />

FOSET for the remainder of Area C for General Services<br />

Administration public sale. The installation completed the IRA<br />

for SA 55 and continued the IRAs at OU 3, SA 17, and SA 52. It<br />

also completed the covenant deferal for the majority of the<br />

remaining property. Orlando NTC performed an IRA and<br />

amended the ROD for OU 3. The amendment stated that the<br />

IRA is part of a pilot study to clean arsenic from groundwater at<br />

SAs 8 and 9 (OU 3). The installation also issued final DDs for<br />

SAs 36, 39, 52, and 55.<br />

In FY05, the installation continued O&M/LTM at OUs 1, 2, 3, 4,<br />

SAs 17, 36, 39, and 52. The installation continued IRAs at OUs<br />

2, 3, 4, SAs 2, 36, and 39. The Navy identified a new site at the<br />

main base (SA 36 NW) where petroleum contamination in<br />

groundwater (primarily benzene) migrated from the former main<br />

base auto service station (Building 109). The installation added<br />

the site to LTM.<br />

Orlando NTC monitored and evaluated off-site contamination at<br />

OUs 2, 3, 4, SAs 17, and 36 NW. The Navy continued to<br />

monitor IRAs O&M/LTM at OUs 1, 2, 3, 4, SAs 17, 36, 36 NW,<br />

and 52.<br />

Orlando NTC continued transfer of the majority of remaining<br />

property via covenant deferral and public actions; however,<br />

technical issues delayed completion of the property transfer.<br />

The Navy has identified no MMRP sites at this installation.<br />
