The Portsmouth Naval Shipyard (NSY) maintains, repairs, and<br />

overhauls nuclear submarines. A preliminary assessment (PA)<br />

and site inspection identified four potentially contaminated sites.<br />

A RCRA facility assessment in FY86 identified 28 solid waste<br />

management units (SWMUs). Site types at the installation<br />

include a landfill, a salvage and storage area, and waste oil<br />

tanks. In FY92, the installation completed a RCRA facility<br />

investigation. The installation formed a technical review<br />

committee in FY87, which was converted to a Restoration<br />

Advisory Board in FY95. Portsmouth NSY developed a<br />

community relations plan, which was updated in FY97. The<br />

installation was placed on the NPL in May 1994, because of<br />

groundwater contamination at sites on the island, and because<br />

past activities may have adversely impacted sensitive wetland<br />

communities around and downstream of the facility. In 2005,<br />

the BRAC Commission recommended Portsmouth NSY for<br />

realignment. The installation signed a federal facility agreement<br />

(FFA) in 1999.<br />

Portsmouth NSY has identified 35 sites. The installation<br />

completed and signed a no further action document for SWMUs<br />

12, 13, 16, and 23. The installation completed one Record of<br />

Decision. The cleanup progress at Portsmouth NSY for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation completed interim remediation goals for<br />

Operable Unit (OU) 4, and the work plan and fieldwork for the<br />

Site 10 additional investigation. Portsmouth NSY also initiated<br />

the work plan for Site 31 (Topeka Pier) and began remedial<br />

action (RA) for OU 3. The RA for OU 3 started earlier to<br />

consolidate a portion of the landfill. The Navy completed an<br />

inventory of all Military Munitions Response Program (MMRP)<br />

sites. One MMRP site was identified at this installation.<br />

In FY03, the installation completed the Site 10 additional<br />

investigation report and construction of the OU 3 wetlands. In<br />

addition, the installation completed the remedial design for OU<br />

3. Portsmouth NSY also completed the remedial investigation<br />

(RI) work plan for Site 32. A site visit for the PA was performed.<br />

In FY04, Portsmouth NSY completed the Phase I RI data<br />

package for Site 32 as well as the engineering evaluation and<br />

cost analysis for Site 30. The installation also started the Site<br />

identified and excavated 1,000 cubic yards of waste in<br />

sediment offshore of OU 3. The installation also continued<br />

interim offshore monitoring for OU 4, and started Rounds 1<br />

through 7 of the trending report for interim offshore monitoring.<br />

In FY05, Portsmouth NSY completed the RA for OU 3. The<br />

installation initiated OU 2 feasibility study and continued interim<br />

offshore monitoring for OU 4. Portsmouth NSY finalized the PA<br />

for MMRP.<br />

Portsmouth NSY completed Site 10 fieldwork. The installation<br />

initiated an additional scrutiny report and continued the interim<br />

offshore monitoring for OU 4. The Navy initiated the operation,<br />

maintenance, and monitoring program of the Jamaica Island<br />

Landfill.<br />
