Galena Forward Operating Location (FOL) is located on the<br />

Yukon River about 270 miles west of Fairbanks, Alaska. The<br />

airport was constructed in 1940 and the Air Force has had joint<br />

civilian-military use of the airfield since 1951, until the base was<br />

drawn down in 1993. In 2005, the BRAC Commission<br />

recommended closure of the Galena FOL. Galena FOL<br />

occupies 166 acres and is comprised of a number of buildings<br />

and other structures. The majority of facilities at Galena Airport<br />

are Air Force-owned structures, although other non-Air Force<br />

properties exist. Military operations over the years have<br />

released hazardous chemicals via spills or historical disposal<br />

practices, resulting in numerous identified <strong>Installation</strong><br />

Restoration Program (IRP) sites. The Air Force and the Alaska<br />

Department of Environmental Conservation work with local<br />

stakeholders, including the Louden Tribal Council, City of<br />

Galena, and Galena City Schools, through the Galena<br />

Technical Project Team, to address environmental concerns. In<br />

addition, Galena community members communicate with the<br />

installation through the Restoration Advisory Board (RAB),<br />

which was formed in 2004.<br />

The cleanup progress at Galena FOL for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the installation completed a proposed plan and<br />

decision document, and awarded a contract for drum removal<br />

at SS 007. The Air Force installed a subsurface<br />

depressurization system at Site CB 001 to minimize vapor<br />

movement; subsequent air sampling and system monitoring<br />

found the system to be effective. The installation continued their<br />

relationship with the local stakeholders, including the Louden<br />

Tribal Council, and held RAB meetings.<br />

In FY03, the installation tested bioventing treatment systems at<br />

Million Gallon Hill and the petroleum/oil/lubricant (POL) Tank<br />

Farm. The Air Force Center for Environmental Excellence<br />

conducted a remedial scoping visit for the entire installation.<br />

The Air Force continued working with local stakeholders.<br />

In FY04, the installation initiated a comprehensive remedial<br />

investigation and feasibility study (RI/FS) for all treatment<br />

Farm. The installation initiated preliminary assessments (PAs).<br />

In FY05, the installation conducted monthly sampling of the<br />

base drinking water. The Air Force continued the<br />

comprehensive RI/FS. The Air Force began the PAs for all<br />

identified Military Munitions Response Program (MMRP) sites.<br />

Galena FOL continued the RI/FS to assess the total extent of<br />

contamination. As part of the RI/FS, the installation initiated a<br />

baseline risk assessment to address the risks at each IRP site,<br />

including potential risks to subsistence resources.<br />

Galena FOL briefed the RAB on current activities at the<br />

installation.<br />

The Air Force continued the PAs at all identified sites. Cost<br />

estimates were updated and the initial Munitions Response Site<br />

Prioritization Protocol rating for each MMRP site was<br />

developed.<br />
