The Naval Auxiliary Landing Field (NALF) at Crows Landing<br />

was commissioned in May 1943, and served primarily as an<br />

auxiliary airfield. The installation established an information<br />

repository in FY89. In July 1991, the BRAC Commission<br />

recommended closure of NALF Crows Landing. The installation<br />

was closed on July 1, 1994, and was transferred to NASA in<br />

FY94. In FY94, the installation formed a BRAC cleanup team<br />

(BCT) and completed a BRAC cleanup plan, which was<br />

updated in FY97. The installation developed an environmental<br />

business plan and a community relations plan (CRP), both of<br />

which were updated in FY01. The CRP was updated again in<br />

FY02.<br />

To date, regulatory oversight agencies have concurred on no<br />

further action (NFA) status for eight <strong>Installation</strong> Restoration<br />

Program (IRP) sites. Congress authorized NASA to transfer the<br />

facility to Stanislaus County in FY99. The cleanup progress at<br />

NALF Crows Landing for FY02 through FY05 is detailed below.<br />

In FY02, groundwater extraction and monitoring activities<br />

continued at two source areas at the Administration Area Plume<br />

(Site 17). The installation completed corrective actions at<br />

underground storage tank (UST) Cluster (CL) 1, and removed a<br />

total of 22,000 pounds of petroleum hydrocarbons from the<br />

vadose zone. Information gathering for closure reports began<br />

for UST sites. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. The installation<br />

continued to provide for community involvement, published four<br />

fact sheets, updated the CRP, and maintained the local<br />

information repository in Patterson, California. BCT meetings<br />

were conducted bimonthly.<br />

In FY03, the Navy continued groundwater extraction activities<br />

and removed more than 280 pounds of contaminant mass<br />

(primarily acetone and gasoline) from the Administration Area<br />

Plume (Site 17). The installation completed closure reports for<br />

UST CL 7 and UST CL 40, and the regulatory closure of those<br />

sites. Information was collected for the revised feasibility<br />

studies for Sites 11 and 17. The administrative record and<br />

information repository were maintained. Plans for an in situ<br />

submerged oxygen curtain (iSOC) groundwater treatment<br />

demonstration project were completed. NFA status was<br />

achieved for UST CL 7 and UST CL 40. Approximately 19,000<br />

tons of waste and construction debris were removed from IRP<br />

Site 11A (sewer systems) during a time-critical removal action<br />

(TCRA). A draft engineering evaluation and cost analysis,<br />

explosive safety submittal, and a work plan for a TCRA to<br />

remove approximately 14,000 tons of buried waste, ordnance,<br />

and construction debris from IRP Site 11 were completed. Five<br />

fact sheets were sent to the community members and other<br />

recipients on the CRP mailing list. The BCT meetings were<br />

conducted bimonthly.<br />

In FY04, the Navy continued groundwater extraction activities<br />

near the site of a former dry well at the Administration Area<br />

Plume (Site 17). In addition, a demonstration project was<br />

conducted using iSOC within Site 17. The installation prepared<br />

a plan to conduct a groundwater investigation on the adjacent<br />

(downgradient) property and began development of the access<br />

agreement. The installation conducted routine groundwater<br />

monitoring activities and munitions evaluations at IRP Site 11.<br />

The Navy initiated investigating and response actions at Site<br />

11A. The installation issued four fact sheets and three public<br />

notices. The BCT meetings were conducted bimonthly. The<br />

BCT continued to partner, evaluating environmental cleanup as<br />

well as approving the environmental master schedules for the<br />

installation.<br />

In FY05, NALF Crows Landing completed the transitional<br />

groundwater extraction near the former dry well at the<br />

Administration Area Plume (Site 17). In addition, the<br />

investigation of groundwater beneath adjacent property at Site<br />

17 was completed. The installation received regulatory closure<br />

on USTs 109 and 117, as well as the CL 2 area. Munitions and<br />

explosives of concern evaluations began in four areas at the<br />

installation. The iSOC demonstration project within Site 17 was<br />

completed. NALF Crows Landing issued an environmental<br />

business plan. The BCT continued to partner, evaluating the<br />

environmental program as well as approving the environmental<br />

master schedules for the installation. The installation issued two<br />

fact sheets, two public notices, and updated the CRP. NALF<br />

Crows Landing held a public meeting and completed the<br />

removal action at Site 11 (disposal pits).<br />

NALF Crows Landing continued basewide groundwater<br />

monitoring at the installation, and prepared a TCRA action<br />

investigation at the adjacent property (Site 17).<br />

The installation began an interim remedial action (IRA)<br />

alternative evaluation for Site 17; however, procedural issues<br />

delayed its completion.<br />
