Travis Air Force Base (AFB) was established in 1943. Historical<br />
activities at the installation resulted in the release of metals,<br />
pesticides, fuels, solvents, and petroleum/oils/lubricants<br />
(POLs), which have migrated into the soil, sediment, surface<br />
water, and groundwater. Contaminated sites include old<br />
landfills, a closed sewage treatment plant, four fire training<br />
areas, disposal pits, spill areas, a storm sewage drainage<br />
system, a pesticide disposal site, and a low-level radioactive<br />
waste burial site. Interim actions at the installation have<br />
included the removal of 27 underground storage tanks and the<br />
installation of groundwater treatment systems to address the<br />
primary groundwater chemical of concern, trichloroethylene<br />
(TCE). EPA placed the installation on the NPL in November<br />
1989. The installation signed a federal facility agreement (FFA)<br />
in September 1990 and amended the document schedule in<br />
May 1993, October 1995, July 1996, November 1997, July<br />
1998, December 2003 and February 2005. In FY95, the<br />
installation formed a Restoration Advisory Board (RAB) to<br />
provide for public involvement in the installation's cleanup<br />
decision-making process. The installation received technical<br />
assistance for public participation funding in FY99. The<br />
installation conducted a 5-year review of interim groundwater<br />
action in FY03.<br />
Since 1985, assessments, inspections, investigations, and<br />
feasibility studies have identified 42 sites. To facilitate remedial<br />
investigations, the installation was divided into four operable<br />
units (OUs), and later consolidated by similar contaminants into<br />
two OUs. To date, interim Records of Decision (RODs) have<br />
been signed for groundwater in the North, East, and West<br />
Industrial OUs (NEWIOU) and for soil and groundwater in the<br />
West/Annexes/Basewide OU (WABOU). The cleanup progress<br />
at Travis AFB for FY02 through FY05 is detailed below.<br />
In FY02, the installation finalized the WABOU soil ROD and<br />
completed construction of the Corrective Action Management<br />
Unit (CAMU). The Travis CAMU is located on top of a closed<br />
base municipal landfill and uses a designed soil cap to prevent<br />
exposure to the contaminated soil.<br />
In FY03, a land access agreement was established with a base<br />
neighbor, allowing interim remedial action (RA) construction at<br />
the second of three off-base groundwater plumes. The<br />

installation completed RAs at six soil sites in the WABOU and<br />
conducted a 5-year review of the basewide interim groundwater<br />
actions.<br />
In FY04, the installation developed a pre-draft NEWIOU soil,<br />
sediment, and surface water ROD for coordination with HQ Air<br />
Mobility Command/Air Staff and completed one of 12 planned<br />
remedial designs (RDs) for soil sites in the NEWIOU. The<br />
installation completed an interim RA operation at one site,<br />
installing conveyance piping and solar power to two extraction<br />
wells, and began the installation of three new extraction wells at<br />
Site FT 004 to enhance removal of TCE.<br />
In FY05, Travis AFB completed the risk assessment process for<br />
the NEWIOU sites and issued the draft NEWIOU soil, sediment,<br />
and surface water ROD. The installation completed a draft final<br />
RD at one NEWIOU soil site and awarded a contract for RAs at<br />
five NEWIOU soil sites (SD 001, FT 003, FT 005, LF 007, and<br />
SD 033). Clean soil from on-base construction projects was<br />
stockpiled to use as clean backfill at excavated Environmental<br />
Restoration Program (ERP) sites. The installation held a<br />
response to comments meeting to discuss regulatory agency<br />
comments on the draft NEWIOU soil, sediment and surface<br />
water ROD, and developed the revised draft NEWIOU soil,<br />
sediment and surface water ROD. The Air Force began<br />
preliminary assessments (PAs) for all identified Military<br />
Munitions Response Program (MMRP) sites. One public tour of<br />
on-base ERP sites was held during the summer and the RAB<br />
voted to meet semi-annually based on the installation's cleanup<br />
progress.<br />

Travis AFB finalized and issued the NEWIOU soil, sediment,<br />
and surface water ROD with agreement from the regulatory<br />
agencies on the selected remedies for 18 sites. The installation<br />
awarded the RA contract for soil Sites FT 004 and SD 045. The<br />
Air Force installed a new dual phase extraction well at Site DP<br />
039 source area and three additional monitoring wells<br />
downgradient in the plume. Additionally, the installation<br />
performed repairs on the CAMU to demonstrate the capability<br />
for on-base storage of soil from ERP Sites. The installation<br />
completed the engineered tree planting study at ERP Site DP<br />
039, including a site review and a summary report. The cost of<br />
completing environmental restoration has changed significantly<br />
due to changes in estimating criteria.<br />
The restoration staff participated in an Ecology Summer Camp,<br />
providing an outdoor discussion on land restoration, wetland<br />
preservation, and career exploration to students at a local<br />
middle school. The installation continued to hold two partnering<br />
meetings per month and provided a tour to 10 members of the<br />
California Regional Water Quality Control Board. Over 140<br />
attendees from all over the country participated in Air Staff<br />
Environmental Restoration, ROD writing, and Remedial Action<br />
Cost Engineering Requirements training hosted by the<br />
installation.<br />
