Remedial investigation (RI) of the Fort Dix Sanitary Landfill<br />

began in 1979, leading to the installation of groundwater<br />

monitoring wells around the perimeter. Due to the identified<br />

contamination, EPA placed the landfill on the NPL in 1987. In<br />

FY89, the installation identified contamination at storage areas,<br />

motor pools, abandoned underground storage tanks (USTs),<br />

landfills, lagoons, impact areas, and an incinerator.<br />

Contaminants identified include heavy metals, volatile organic<br />

compounds (VOCs), petroleum/oil/lubricants (POLs), and<br />

chlorinated solvents. The Army and EPA signed a federal<br />

facility agreement (FFA) in September 1991. In FY95, the<br />

BRAC Commission recommended realignment of Fort Dix, with<br />

retention of land and facilities for Reserve component training.<br />

In 2005, the BRAC Commission recommended Fort Dix for<br />

realignment. The installation formed a Restoration Advisory<br />

Board in FY96. In FY00, the Army petitioned EPA to remove<br />

the Sanitary Landfill from the NPL. The installation completed<br />

5-year reviews for the landfill in FY99 and FY05.<br />

The installation has completed nine Records of Decision<br />

(RODs) to date. In FY89, the installation performed site<br />

characterization and field screening at 16 sites and, in 1993,<br />

identified 42 areas requiring environmental evaluation. In FY97,<br />

the installation removed 80 abandoned USTs and began<br />

evaluating the contaminated sites. In FY99, the Sanitary Landfill<br />

was added to EPA's construction complete list. The cleanup<br />

progress at Fort Dix for FY02 through FY05 is detailed below.<br />

In FY02, the Army initiated a remedial design and a remedial<br />

action (RA) at the Taxi Stand site and an RI/feasibility study at<br />

the Pesticide Control Shop. The UST RI report for Buildings<br />

5390, 7061, and the golf course site were all completed. The<br />

installation completed RODs for the Environmental<br />

Photographic Interpretation Center 8 Landfill, Property Disposal<br />

Office Landfill, hazardous waste storage area, paint shop,<br />

polychlorinated biphenyls (PCBs) transformer storage area,<br />

Bivouac 5 wash rack, Magazine (MAG) 1 Area, and the golf<br />

course pesticide mixing area. Fort Dix continued to pursue<br />

deletion of the Sanitary Landfill from the NPL.<br />

In FY03, the Army included MAG 1 Site, the Armament<br />

Research and Development Center Site, leaking USTs 5390,<br />

7061, and golf course leaking USTs in a contract for<br />

remediation of 14 sites at Fort Dix. Fort Dix continued to pursue<br />

deletion of the Sanitary Landfill from the NPL. The installation<br />

continued long-term monitoring at the Sanitary Landfill. The<br />

Army completed the inventory of closed, transferred, and<br />

transferring (CTT) ranges and sites with unexploded ordnance,<br />

discarded military munitions, or munitions constituents for the<br />

active portion of the installation. Six Military Munitions<br />

Response Program (MMRP) sites were identified at this<br />

installation.<br />

In FY04, the installation awarded a guaranteed fixed price<br />

remediation contract to conduct remediation at 14 sites. The<br />

installation submitted RA work plans and RI reports to the<br />

regulators and completed soil removals at two sites. The<br />

installation continued long-term monitoring at the Sanitary<br />

Landfill. The installation completed, and regulators approved,<br />

the draft final RI report for the New Egypt Armory site, and an<br />

interim removal action of PCB-contaminated soils was initiated.<br />

The installation submitted the draft RI report for the former<br />

Pesticide Control Shop to the regulators for comment. Fort Dix<br />

initiated a 5-year review for the Sanitary Landfill and continued<br />

to pursue its deletion from the NPL.<br />

In FY05, the installation completed a 5-year review of the Fort<br />

Dix Sanitary Landfill, as well as soil remediation at the New<br />

Egypt Armory site. The installation continued remediation at 14<br />

Fort Dix sites.<br />

Fort Dix continued remediation at the 14 Fort Dix sites under<br />

the guaranteed fixed price remediation contract. The installation<br />

completed in-situ treatment of the Taxi Stand Plume. The Army<br />

continued the sitewide classification exception area<br />

groundwater sampling. The installation began sentinel well<br />

installation at the Sanitary Landfill and pursued NPL delisting.<br />

Regulatory issues delayed the RI reports for the Range Landfill,<br />

ANC 2 Disposal Area, and the amended RI report for the Taxi<br />

Stand Plume.<br />
