In July 1995, the BRAC Commission recommended closure of<br />

the Louisville Naval Surface Warfare Center (NSWC).<br />

Operations contributing to contamination at this installation<br />

include machining, welding, draining of lubricating fluids,<br />

painting, electroplating, degreasing and cleaning of metals, and<br />

paint stripping. Site types include waste storage and disposal<br />

areas, manufacturing operations and disposal areas, and other<br />

miscellaneous support and maintenance activity areas.<br />

Contaminants have migrated into nearby soil, sediment, and<br />

groundwater. The Restoration Advisory Board (RAB) adjourned<br />

in FY04. The restoration program is conducted by a BRAC<br />

cleanup team (BCT) partnering effort with the Navy, EPA<br />

Region 4, and the Kentucky Department of Environmental<br />

Protection. In FY00, all draft RCRA facility investigation reports<br />

were completed.<br />

The installation has identified nine sites. In 1996, 85 percent of<br />

the property was leased to the Louisville/Jefferson County<br />

Redevelopment Authority as the Navy's first private-in-place<br />

installation. Property was conveyed via early transfer in FY04.<br />

The cleanup progress at Louisville NSWC for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation submitted volumes 3 through 8 of the<br />

corrective measures study reports, and received regulatory<br />

approval for all except volume 4. The solid waste management<br />

unit 70 interim measure was completed and a finding of<br />

suitability for early transfer was submitted for approval.<br />

Negotiations were initiated with the Louisville/Jefferson County<br />

Redevelopment Authority on an Environmental Services<br />

Cooperative Agreement (ESCA). Monthly BCT meetings were<br />

held to review progress and plan future actions. The Navy<br />

completed an inventory of all Military Munitions Response<br />

Program (MMRP) sites. No MMRP sites were identified at this<br />

installation.<br />

In FY03, efforts to complete the early property transfer<br />

continued.<br />

In FY04, the installation completed all statements of basis and<br />

submitted a RCRA permit modification incorporating all<br />

selected corrective measures for all sites. The installation<br />

submitted the permit modifications to state regulators for<br />

approval. Louisville NSWC also completed the early transfer to<br />

the Louisville/Jefferson County Redevelopment Authority, and<br />

initiated long-term monitoring of natural attenuation (NA) and<br />

land use controls (LUC) for all sites. The RAB voted to adjourn,<br />

with plans to reconvene if necessary, as all remedial decisions<br />

have been made.<br />

In FY05, Louisville NSWC completed the RCRA Part B permit<br />

modification. This modification incorporated the final corrective<br />

action for all sites at Louisville NSWC which resulted in<br />

long-term monitored NA and monitoring of LUCs as remedies.<br />

Long-term monitoring of NA and monitoring of LUCs continued.<br />
