March Air Force Base (AFB) was placed on the NPL in<br />
November 1989 and the installation signed a federal facility<br />
agreement (FFA) the following year. In July 1993, the BRAC<br />
Commission recommended realignment to serve as an Air<br />
Reserve Base. Base realignment occurred in April 1996. The<br />
2005 BRAC Commission recommended the installation for<br />
further realignment. A preliminary assessment and site<br />
inspection (PA/SI) identified fire training areas, inactive landfills,<br />
underground storage tanks (USTs), an engine test cell (Site<br />
18), sludge drying beds at a sewage treatment plant, and<br />
various spill sites. March AFB is a joint-use base that uses both<br />
BRAC and Environmental Restoration Account funds to reach<br />
cleanup goals. In FY94, a base technical review committee was<br />
converted to a Restoration Advisory Board (RAB) to support<br />
cleanup efforts. In FY99, a memorandum of agreement was<br />
signed between the Air Force Reserve Command and the Air<br />
Force Base Conversion Agency for sharing environmental<br />
responsibility. The first 5-year review was completed in FY03.<br />
To date, 48 sites have been identified at March AFB and<br />
grouped into 3 operable units (OUs): OUs 1, 2, and 4. Of the 25<br />
BRAC <strong>Installation</strong> Restoration Program (IRP) sites identified, all<br />
Records of Decision (RODs) have been signed. The cleanup<br />
progress at March AFB for FY02 through FY05 is detailed<br />
below.<br />
In FY02, the groundwater pump-and-treat system was initiated<br />
and soil vapor extraction continued at Building 550. The<br />
basewide remedial investigation and feasibility study (RI/FS)<br />
continued and the Site 43 (ST 043) UST soils site was closed.<br />
A project was initiated to characterize mercury found in the<br />
sewer system at the hospital and dental clinic. The modified<br />
portions of the OU 1 plume remedial action (RA) entered<br />
service, which allowed the operating properly and successfully<br />
determination efforts to resume.<br />
In FY03, the Air Force closed the groundwater portion of Site<br />
43, continued RA operation (RA-O) activities at the landfills and<br />
Building 550, and continued the groundwater monitoring<br />
program. The installation also conducted mercury<br />
characterizations and research, and determined that an RA was<br />
not required. The installation completed the first 5-year review.<br />

In FY04, the Air Force finalized the OU 2 ROD, the OU 4<br />
(formally known as the basewide OU) RI/FS, and the proposed<br />
plan. The installation completed the Weapon Storage Area<br />
(WSA) PA/SI field work and submitted the draft report. RA-O<br />
activities at the landfills and Building 550 continued, as did the<br />
groundwater monitoring program. The Air Force Real Property<br />
Agency (AFRPA) conducted an inventory of Military Munitions<br />
Response Program (MMRP) sites. MMRP sites were identified<br />
on the BRAC portion of the installation.<br />
In FY05, the installation finalized the OU 4 ROD. The Air Force<br />
completed additional field work and the WSA PA/SI report. The<br />
installation continued RA-O activities at two landfills and<br />
Building 550, and continued groundwater monitoring. The<br />
installation also attained the last remedy-in-place milestone at<br />
its BRAC IRP sites. AFRPA began evaluating requirements at<br />
MMRP sites. The RAB met on a quarterly basis.<br />

March AFB continued RA-O activities at landfills and Building<br />
550, and continued the groundwater monitoring program. The<br />
installation initiated a PA/SI at Site ST 048, a potential source<br />
of groundwater contamination on the eastern boundary of the<br />
base. The installation also initiated a reevaluation of the Site 4<br />
Landfill remedy as a result of the rise in nearby groundwater.<br />
The cost of completing environmental restoration has changed<br />
significantly due to changes in estimating criteria.<br />

The installation completed MMRP requirement evaluations.<br />
AFRPA either administratively closed or determined, with<br />
regulatory concurrence, no further action requirements for all<br />
MMRP sites.<br />
