In 1995, the BRAC Commission recommended realignment of<br />
Sierra Army Depot (AD). The 2005 BRAC Commission also<br />
recommended Sierra AD for realignment. The Army and EPA<br />
signed a federal facility agreement (FFA) in May 1991. The<br />
Army identified approximately 64,996 acres as excess.<br />
Contamination at the depot originated from burn trenches,<br />
explosives leaching beds, landfills, burial sites, spill sites,<br />
sewage lines, underground storage tanks, sumps, and fire<br />
training areas. Primary contaminants in soil and groundwater<br />
include trichloroethylene (TCE), petroleum products, and<br />
explosives. Investigations identified 23 sites; 12 sites required<br />
no further action (NFA). In FY96, the installation formed a<br />
BRAC cleanup team. The latest version of the BRAC cleanup<br />
plan was published in FY97. In FY97, the installation<br />
established a Restoration Advisory Board (RAB). The<br />
installation completed 5-year reviews in FY02 and FY06.<br />
To date, Records of Decision (RODs) address 21 sites.<br />
Ongoing operations include groundwater enhancement at four<br />
sites and a soil vapor extraction system at the Defense<br />
Reutilization and Marketing Office (DRMO) Trench Area. The<br />
installation completed a property transfer in FY99, to the<br />
Federal Bureau of Prisons. The Herlong Parcel, Honey Lake,<br />
and the ordnance and explosives (O&E) clean portion of the<br />
Airfield and East Shore parcels were transferred in FY03. The<br />
Susanville Road, Cross Depot Access parcels, and 885<br />
additional acres were transferred in FY04. The installation<br />
transferred 136 acres of the East Shore area in FY05. The<br />
Army has transferred approximately 62,636 acres to date. The<br />
cleanup progress at Sierra AD for FY02 through FY05 is<br />
detailed below.<br />
In FY02, the Army completed the 5-year review of monitored<br />
natural attenuation (MNA) at the TNT area and completed<br />
bioventing at the Diesel Spill Area. The Army initiated an<br />
inventory of closed, transferred, and transferring (CTT) ranges<br />
and sites with unexploded ordnance, discarded military<br />
munitions, or munitions constituents. The Army completed a<br />
draft engineering evaluation and cost analysis (EE/CA) project<br />
design for the BRAC East Shore and Airfield parcels.<br />
In FY03, the installation completed the vegetation survey of<br />
Honey Lake and a protocol survey for the Carson Wandering<br />

Skipper on two BRAC parcels (Cross Depot Access and Honey<br />
Lake). The installation received concurrence from the U.S. Fish<br />
and Wildlife Service and the State Historic Preservation Office<br />
to transfer all BRAC parcels. The Army transferred the Herlong<br />
Parcel, Honey Lake, and the O&E clean portion of the Airfield<br />
and East Shore parcels. The Army awarded a guaranteed<br />
fixed-price remediation (GFPR) contract that addressed all<br />
open restoration sites at Sierra AD. The Army completed the<br />
CTT range and site inventory for both the BRAC and active<br />
sites, identifying 5 BRAC Military Munitions Response Program<br />
(MMRP) sites and 11 active/closed MMRP sites at Sierra AD.<br />
The RAB met three times to review the findings of suitability to<br />
transfer for the Herlong Parcel, the O&E clean portion of the<br />
Airfield and East Shore, and Honey Lake, the finding of<br />
suitability to lease for the clean portion of Honey Lake, and the<br />
Environmental Baseline Survey addendums for Susanville<br />
Road and the Cross Depot Access Parcel.<br />
In FY04, the installation completed the EE/CA and the<br />
munitions and explosives of concern response action on 885<br />
acres of the East Shore, Airfield, and North Cross Depot<br />
Access parcels. The Army transferred the property with<br />
completed response actions and the Susanville Road and the<br />
Cross Depot Access parcels. The installation drafted the EE/CA<br />
for the Honey Lake Demolition Area. The GFPR contract for all<br />
active sites began. The Army initiated the MMRP site inspection<br />
(SI).<br />
In FY05, the installation completed a ROD for the Upper<br />
Burning Grounds, Old Popping Furnace, and Building 79 Yard.<br />
Biological enhancements were injected into the groundwater at<br />
four sites. The Army completed the Honey Lake Demolition<br />
Area EE/CA and the response action at the East Shore area,<br />
and transferred the remaining 136 acres. The pump-and-treat<br />
system and the soil vapor extraction (SVE) system continued<br />
operations. The Army completed the MMRP SI for all inactive<br />
sites, with the exception of the recently identified Upper Burning<br />
Grounds Area. The installation renewed its RAB charter.<br />

The installation constructed two corrective action management<br />
units at Hansen's Hole and the Old Popping Furnace. Sierra AD<br />
conducted enhanced dechlorination at four sites and continued<br />
SVE system operations. Sierra AD also completed soil removal<br />
action at Building 79. The Army also completed 5-year reviews<br />
at the DRMO site, and of MNA at the TNT area. The Army<br />
received regulatory approval of the remedial action plan for the<br />
Honey Lake Demolition Range. The cost of completing<br />
environmental restoration has changed significantly due to<br />
regulatory issues.<br />
The regulators approved the Army's temporary discontinuance<br />
of the operation of the pump-and-treat system to characterize<br />
groundwater contaminant and plume movement.<br />
