The primary mission of the 913th Airlift Wing at the Willow<br />

Grove Air Reserve Station (ARS) is to train personnel for<br />

various air transport and air evacuation activities; to operate<br />

base facilities and air terminals; and to provide support to<br />

assigned units. EPA placed the installation on the NPL in<br />

October 1995. Industrial activities at Willow Grove ARS include<br />

aircraft maintenance, base civil engineering, and fuel storage.<br />

Aircraft maintenance operations involve the full range of repair<br />

and maintenance activities for aircraft and aerospace ground<br />

equipment. Base civil engineering operations involve<br />

generation of waste solvents, oils, miscellaneous chemicals,<br />

and paints from various shops, including a paint shop, plumbing<br />

shop, photography lab, carpentry shop, and several<br />

flammable-material storage facilities. Fuel storage operations<br />

currently include the bulk storage of jet propulsion (JP) fuel 8.<br />

The installation formed a Restoration Advisory Board (RAB).<br />

Since FY84, seven <strong>Installation</strong> Restoration Program (IRP) sites<br />

have been identified. The cleanup progress at Willow Grove<br />

ARS for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed a bench-scale treatability<br />

test to determine the success of Fenton's reagent to treat<br />

various compounds present in the JP 4 at Site ST 01. It also<br />

completed baseline sampling and non-use aquifer<br />

determination at Site ST 01. The final site inspection report for<br />

multiple sites was submitted to the regulators for their review<br />

and concurrence. The installation held three RAB meetings.<br />

In FY03, the installation completed a pilot field test needed to<br />

design the in situ chemical oxidation portion of the remedy, and<br />

installed injection wells for interim implementation of the<br />

chemical oxidation process for Site ST 01. Willow Grove ARS<br />

installed and sampled two monitoring wells as directed by the<br />

State; completed baseline groundwater sampling and<br />

mass-in-place calculations; and completed 70 percent of the<br />

remedial system design. The installation held two RAB<br />

meetings.<br />

In FY04, the installation implemented the chemical oxidation<br />

process at two out of eight area zones of the<br />

petroleum/oil/lubricant (POL) Site (ST 01). The installation also<br />

completed groundwater sampling (compliance and<br />

was successful within the limitations imposed by field<br />

conditions. The installation held two RAB meetings.<br />

In FY05, Willow Grove ARS completed implementation of the<br />

chemical oxidation process at Area Zones B, D, and H. The<br />

installation completed quarterly groundwater sampling from the<br />

monitoring wells and three events of performance sampling at<br />

Area Zones B, D, and H. Willow Grove ARS performed a<br />

remedial process optimization study for the POL Area Site (ST<br />

01) and completed a preliminary biosparge design<br />

reconnaissance of the POL site to evaluate site conditions. The<br />

Air Force updated its Military Munitions Response Program<br />

(MMRP) inventory. No MMRP sites were identified at this<br />

installation during the inventory development. Willow Grove<br />

ARS held four RAB meetings.<br />

Willow Grove ARS completed two quarterly compliance<br />

samplings. The installation completed the final biosparge<br />

design reconnaissance of the POL site, abandoned 13<br />

monitoring wells, and developed a work plan for a supplemental<br />

investigation on the POL site to fill in data gaps and complete<br />

site characterization.<br />

The installation held quarterly RAB meetings.<br />
