Carswell Air Force Base (AFB) housed the 7th Bombardment<br />

Wing, 436th Training Squadron and Detachment 1, and the<br />

1365th Audiovisual Squadron. In July 1991, the BRAC<br />

Commission recommended closure of Carswell AFB. The<br />

installation closed in FY93, but approximately 1,900 acres were<br />

reactivated in FY94 after the BRAC Commission recommended<br />

its realignment as a Joint Reserve Base (JRB). The Air Force<br />

Real Property Agency (AFRPA) is responsible for restoration<br />

activities on the BRAC property, and the Air Force Center for<br />

Environmental Excellence is responsible for restoration<br />

activities on the JRB property. Studies have identified the<br />

following site types at the installation: underground storage<br />

tanks, landfills, fire training areas, waste burial areas,<br />

contaminated groundwater plumes, contaminated ditches, and<br />

oil-water separators. The primary contaminants are petroleum<br />

hydrocarbons in groundwater, surface water, sediment, and soil<br />

and trichloroethylene (TCE) in groundwater and soil. The<br />

installation uses both BRAC and Environmental Restoration<br />

(ER) account funds to reach cleanup goals. The installation<br />

formed a BRAC cleanup team (BCT) and a Restoration<br />

Advisory Board (RAB) in FY94. In FY01, the decision document<br />

in support of attainment of the land reuse implementation plan<br />

milestone was completed. The installation completed a 5-year<br />

review in FY06.<br />

To date, all remedial actions (RAs) have been completed at<br />

sites on the golf course and the recreational vehicle family<br />

camping site. Remediation of sites located within the active<br />

base were transferred to the ER program. To date,<br />

approximately 195 acres have been transferred to the local<br />

redevelopment authority (LRA). The cleanup progress at<br />

Carswell AFB for FY02 through FY05 is detailed below.<br />

In FY02, a permeable reactive barrier was installed in order to<br />

reduce or eliminate contaminated groundwater flow onto BRAC<br />

property. The focused feasibility study (FFS) for the remediation<br />

of the TCE plume was completed and submitted for review. The<br />

final draft RCRA/Hazardous and Solid Waste Amendment<br />

permit renewal was approved and modified to include closure of<br />

all BRAC sites. The installation initiated a project to convert the<br />

clearance certification for the off-base weapons storage area<br />

(WSA) explosive ordnance disposal (EOD) area from<br />

agricultural to residential.<br />

In FY03, the final draft finding of suitability to transfer (FOST)<br />

and supplemental environmental baseline survey for transfer of<br />

the WSA was completed.<br />

In FY04, AFRPA reviewed current remedies installed to<br />

address the nearby Air Force Plant (AFP) No. 4 TCE plume and<br />

found those remedies sufficient to meet goals. The installation<br />

began the RA on the sanitary sewer system. A geophysical<br />

clearance survey of the WSA EOD range identified areas that<br />

could contain ordnance items; ordnance items were visually<br />

identified along a creek bed adjacent to the EOD range area.<br />

Additionally, the preliminary assessment and site inspection<br />

(PA/SI) indicated elevated radiation levels at a former storage<br />

bunker at the off-base WSA. AFRPA conducted an inventory of<br />

Military Munitions Response Program (MMRP) sites and<br />

identified MMRP sites on the BRAC portion of the installation.<br />

In FY05, AFRPA investigated the radioactive contamination in<br />

the bunker at the off-base WSA. AFRPA also transferred<br />

approximately 37 acres to the LRA. In addition, completion of<br />

the FFS for the AFP No. 4 TCE plume was coordinated with the<br />

federal and state regulators. The regulators agreed to consider<br />

an explanation of significant differences (ESD) to the AFP No. 4<br />

Record of Decision for the remedies proposed in the FFS, to<br />

support an operating properly and successfully (OP&S)<br />

determination and transfer of the property to the LRA. The<br />

installation discussed finalizing the completion of property<br />

transfer with the Navy. The installation completed the RA on the<br />

sanitary sewer system. Additionally, the installation awarded a<br />

contract for clearance of potential munitions and explosives of<br />

concern (MEC) located within the WSA property. AFRPA began<br />

evaluating requirements at MMRP sites at this installation. The<br />

RAB and BCT each met three times.<br />

Federal regulators and the Air Force Safety Center (AFSC)<br />

accepted the PA/SI report for radiation at the off-base WSA; no<br />

further action is required at the site. Regulators approved the<br />

FFS for the AFP No. 4 TCE plume. The installation completed<br />

the first 5-year review and submitted it to regulators. Regulators<br />

approved closure of the sanitary sewer system. The installation<br />

submitted a draft ESD, a draft FOST, and the OP&S<br />

determination report for the AFP No. 4 TCE plume to<br />

regulators. Regulatory issues delayed the transfer of 187 acres<br />

approval of the ESD, FOST, and OP&S determination report.<br />

Discussions with the Navy to transfer property continued.<br />
