In July 1991, the BRAC Commission recommended closure of<br />

Hunter's Point Annex-Treasure Island Naval Station. The<br />

station ceased operations on April 1, 1994, and is now in<br />

caretaker status and is the responsibility of the Naval Facilities<br />

Engineering Command's Southwest Division. Parts of the<br />

installation have been leased to private parties. Site types<br />

include landfills and land disposal areas, containing primarily<br />

heavy metals and volatile organic compounds (VOCs), and<br />

radioactive materials, primarily cesium and radium. EPA placed<br />

the installation on the NPL in November 1989 and signed a<br />

federal facility agreement (FFA) with the Navy in September<br />

1990, which was revised in January 1992. A BRAC cleanup<br />

team (BCT) was formed in FY94. The installation's technical<br />

review committee was converted to a Restoration Advisory<br />

Board. The installation's FY89 community relations plan was<br />

revised in FY97 and in FY04. The BCT updates the Site<br />

Management Plan quarterly.<br />

To date, environmental studies at the installation have identified<br />

78 CERCLA sites. The installation completed a Record of<br />

Decision (ROD) for no further action at Parcel A and conveyed<br />

the parcel to the San Francisco Redevelopment Agency<br />

(SFRA). The cleanup progress at Hunter's Point<br />

Annex-Treasure Island Naval Station for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the installation completed time-critical removal action<br />

closeout reports for Parcels C and D. The Parcel D draft<br />

feasibility study (FS) was completed. The Navy has completed<br />

an inventory of all Military Munitions Response Program<br />

(MMRP) sites. No MMRP sites were identified at this time.<br />

In FY03, the installation completed the Parcel A draft final<br />

finding of suitability to transfer (FOST). The installation also<br />

completed the Parcel B Risk Management Review. The Navy<br />

successfully completed innovative groundwater cleanup<br />

technology under treatability studies (TSs) for the plumes and<br />

data gap sampling for Parcels C and E.<br />

In FY04, the installation finalized the FOST for Parcel A. The<br />

BCT reached consensus to amend the existing ROD with a<br />

Technology Memo in Support of a ROD Amendment (TMSRA)<br />

at Parcel B. The installation achieved significant VOC<br />

contaminant reduction through zero-valent iron (ZVI) in situ<br />

treatments under a TS in Parcel C. The Navy completed a<br />

removal action in Parcel D, through which contaminated soil<br />

was removed and soil stockpiles were sampled and removed.<br />

Parcel E was divided, with a Parcel E2 created as a new<br />

operable unit comprising the industrial landfill and adjacent<br />

areas. The installation began work on a remedial investigation<br />

(RI)/FS for Parcel E2. Two data gaps investigations were<br />

performed and summarized in a validation study report for the<br />

remainder of Parcel E. The Navy identified a major source of<br />

polychlorinated biphenyls (PCBs) contamination. In addition,<br />

the basewide Historical Radiological Assessment (HRA) was<br />

finalized, identifying 91 rad-impacted areas.<br />

In FY05, the installation conveyed Parcel A to the SFRA. The<br />

installation finalized the risk assessment methodologies with<br />

the regulatory agencies and the SFRA, which enabled the<br />

TMSRA and FS to proceed. The Navy treated additional sites<br />

on Parcels B and C with ZVI or through bioremediation. The<br />

installation began removal actions along the bay shoreline in<br />

Parcels E and E2 to remove radioactive contaminants and<br />

PCBs. In addition, the installation completed TMSRA on Parcel<br />

B and issued a new proposed plan (PP) to support a ROD<br />

amendment. The installation completed FSs on Parcels C, D,<br />

and F, and an RI/FS on Parcel E2. The FSs for Parcels C and<br />

D were prepared in accordance with requirements in the<br />

conveyance agreement. The installation finalized the validation<br />

study for Parcel F and initiated the FS. The installation<br />

completed three removal actions on Parcel E. The Navy also<br />

conducted radiological surveys identified in the HRA.<br />

Hunters Point Annex-Treasure Island Naval Station completed<br />

four removal actions on Parcels E and E2. The Navy continued<br />

radiological surveys identified in the HRA. The installation<br />

completed methane and VOC migration investigations to<br />

support the transfer of Parcel B. The installation continued TSs<br />

using ZVI and bioremediation. The Navy completed removal<br />

actions at the Metal Reef, Metal Slag, and PCB sites.<br />

Approximately 15 percent of the radiological waste disposed at<br />

Site IR 02 was removed, and the installation determined<br />

additional engineering controls are necessary. The Navy<br />

revised the basewide radiological action memo and began<br />

removal actions at Parcel B. The cost of completing<br />

environmental restoration has changed significantly due to<br />

technical issues, regulatory issues, and changes in estimating<br />

criteria.<br />

Regulatory issues delayed the draft Parcel B TMSRA and new<br />

PP to support a ROD amendment. Completion of revised FS<br />

and FS radiological addenda for Parcels C, D, and F, and an<br />

RI/FS for Parcel E2 were delayed due to technical issues.<br />
