Langley Air Force Base (AFB) has been an airfield and an<br />
aeronautical research center since 1917 and is the home base<br />
of the 1st Fighter Wing and Headquarters Air Combat<br />
Command. The base was placed on the NPL in May 1994. In<br />
2005, the BRAC Commission recommended Langley AFB for<br />
realignment. Sites at this installation include landfills,<br />
underground storage tanks, a bulk fuel distribution system, and<br />
storm sewers. Investigations have determined that<br />
contaminants are migrating into Tabbs Creek, the Back River,<br />
and ultimately the Chesapeake Bay. The installation formed a<br />
Restoration Advisory Board in FY94. Five-year reviews were<br />
completed in FY01 and FY04 for Spill Site (SS) 61.<br />
To date, the Air Force has identified 57 sites at the installation.<br />
Six bilaterally signed Records of Decision (RODs) and two<br />
unilaterally signed RODs have been signed. The cleanup<br />
progress at Langley AFB for FY02 through FY05 is detailed<br />
below.<br />
In FY02, the installation completed remedial designs (RDs) for<br />
seven sites. The installation also completed a remedial<br />
investigation (RI) for SS 63 and a proposed plan (PP) for Site<br />
OT 55. All fiscal year requirements were met to prepare for the<br />
5-year review at SS 61. The Sites WP 02 and 14 site feasibility<br />
studies (FSs) were completed. Dispute resolution was invoked<br />
concerning the institutional control language used for Langley<br />
Environmental Restoration Program sites.<br />
In FY03, the installation completed a site inspection (SI) for<br />
Areas of Concern (AOCs) 66, 67, and 68, and an FS for Landfill<br />
(LF) 17, Site OT 55, and SS 63. Remedial actions (RAs) for LFs<br />
05, 07, 12, and 18, as well as RDs for Sites WP 02 and 14,<br />
were also completed. In addition, the Air Force closed Site OT<br />
55 and met all fiscal year requirements to prepare for the 5-year<br />
review at SS 61. The installation initiated a no further RA<br />
planned determination for Site OT 55 as recommended by the<br />
RI/FS.<br />
In FY04, Langley AFB completed a 5-year review at SS 61. In<br />
order to put all sites on the same schedule, LFs 05, 07, 10, 12<br />
and 18, and Site FT 41 were added to the 5-year review.<br />
Long-term monitoring for LFs 05, 07, 12 and 18, and Site FT 41<br />
was completed. The installation also completed SIs for three<br />

one site.<br />
In FY05, Langley AFB awarded a 5-year basewide guaranteed<br />
fixed price performance-based contract (PBC). The contract<br />
includes FSs to site closure for Sites WP08, LF 17, OT 25, SS<br />
63, and LF 70, as well as long-term monitoring at Sites LF 05,<br />
LF 07, LF 12, LF 18, FT 41, SS 61, and OT 64. The installation<br />
also developed an NPL delisting strategy as part of the PBC.<br />
Langley AFB began RA at LFs 10 (western lobe) and 11, and<br />
changed the remedy at LF 01 due to proximity to the airfield<br />
and numerous buried utilities. The Defense and State<br />
Memorandum of Agreement cooperative agreement with the<br />
Commonwealth of Virginia was updated and identified levels of<br />
effort by the State through June 2012 in support of the<br />
<strong>Installation</strong> Restoration Program (IRP). The Air Force began the<br />
preliminary assessments (PAs) for all identified Military<br />
Munitions Response Program (MMRP) sites.<br />

Langley AFB completed interim RAs for SS 61 and Site OT<br />
06A. The installation amended FSs for LF 17 and Site OT 25,<br />
and completed one FS for SS 63. The Air Force issued a<br />
revised PP and ROD amendment for LF 01 and completed<br />
RA-C at LFs 01, 11, and 22. Langley AFB continued long-term<br />
monitoring at Sites LF 05, LF 07, LF 12, LF 18, FT 41, and SS<br />
61. The installation completed the RA at LF 11, completed FSs<br />
at LF 17 and Site OT 25; and drafted RODs and PPs for LF 17,<br />
Site OT 25, and SS 63/Black River Sediments.<br />
Regulatory issues delayed completion of the FS, PP, and ROD<br />
at Site OT 64, as well as the completion of PPs, RODs, RA<br />
work plans, RDs, and RAs at Sites LF 17, OT 25, and SS<br />
63/Black River Sediments.<br />
