Williamsburg Fleet Industrial Supply Center (FISC) was placed<br />
on the NPL in December 2000 because eight of its <strong>Installation</strong><br />
Restoration Program (IRP) sites are hydrologically connected to<br />
the Chesapeake Bay. Contaminants at the installation include<br />
semivolatile organic compounds (SVOCs), polyaromatic<br />
hydrocarbons (PAHs), metals, and polychlorinated biphenyls<br />
(PCBs). These primarily affect groundwater, surface water, and<br />
sediment. The Navy signed a federal facility agreement (FFA)<br />
in March 2005. The Naval Weapons Station Yorktown<br />
Restoration Advisory Board meets quarterly and addresses IRP<br />
issues for Williamsburg FISC.<br />
The installation has identified 18 sites. To date, Sites 1, 4, 7, 9,<br />
10, and 11, and Areas of Concern (AOCs) 1 and 2 have been<br />
investigated. A potential AOC was discovered in FY03, north of<br />
Cheatham Annex (CAX) Depot Building 14. The cleanup<br />
progress at Williamsburg FISC for FY02 through FY05 is<br />
detailed below.<br />
In FY02, the installation completed a supplemental investigation<br />
at Site 1. Based on this investigation, the partnering team<br />
decided that the interim removal action for Site 1 was no longer<br />
required and would be incorporated in the remedial action. The<br />
final Record of Decision for Site 1 progressed. A field<br />
investigation of Site 11 and a limited field investigation of Site<br />
12 were conducted. The installation initiated a draft No Further<br />
Response Action Plan (NFRAP) Decision Document (DD) for<br />
Sites 2, 3, 5, 8, 9, 10, and 12. Drafts for the site screening-level<br />
ecological risk assessment (SERA) were completed. The Navy<br />
completed an inventory of all Military Munitions Response<br />
Program (MMRP) sites. One MMRP site was identified at this<br />
installation.<br />
In FY03, the installation completed an NFRAP DD for Sites 2,<br />
3, 5, 6, 8, and 10. The CAX background study was completed.<br />
The installation also began an engineering evaluation and cost<br />
analysis and the soil removal action for Site 1. The installation<br />
initiated a preliminary assessment (PA) for Unexploded<br />
Ordnance 00001 (Marine Pistol and Rifle Range).<br />
In FY04, the installation initiated a Round 2 remedial<br />
investigation (RI) for sediments at Site 1, and issued a draft RI<br />
with SERA Steps 1 and 2 for Site 11. The installation finalized<br />

an environmental geographic information system for CAX and<br />
completed an NFRAP DD for Site 12. Williamsburg FISC<br />
initiated an initial FFA for CAX and a time-critical removal action<br />
(TCRA) for shoreline protection at Site 7. The Agency for Toxic<br />
Substances and Disease Registry completed the Cheatham<br />
Annex Public Health Assessment. The installation initiated the<br />
Site 1 soil removal action, which included debris uncovered<br />
during Hurricane Isabel.<br />
In FY05, the Navy signed an FFA for CAX. The installation<br />
initiated remediation and restoration for the area of debris<br />
discovered in the treeline, south of the original soil removal<br />
action at Site 1. Williamsburg FISC completed sediment work<br />
plans for a Round 2 RI at Site 1 and initiated sampling. The<br />
installation completed the RI with SERA Steps 1 and 2 for Sites<br />
4 and 9. The installation submitted the draft final MMRP PA for<br />
the Marine Pistol and Rifle Range to regulators.<br />

Williamsburg FISC completed the TCRA shoreline stabilization<br />
project at Site 7.<br />
Funding issues delayed the RI with SERA Steps 1, 2, and 3a<br />
refinement at Site 11. Ecological issues delayed completion of<br />
the removal action for sediments at Site 1.<br />
