The mission of the former McClellan Air Force Base (AFB) was<br />

to provide support for aircraft, missile, space, and electronics<br />

programs. EPA placed the installation on the NPL in 1987 and<br />

the Air Force signed an interagency agreement (IAG) in 1990.<br />

In 1995, the BRAC Commission recommended the closure of<br />

McClellan AFB. Environmental contamination at McClellan AFB<br />

has resulted from sumps associated with industrial operations,<br />

landfills, leaks from industrial waste lines, surface spills, and<br />

underground storage tanks. Studies detected groundwater<br />

contamination, leading to the closure of two on-base and three<br />

off-base drinking water wells. In addition to 373 acres of<br />

contaminated soil in the vadose zone, there are three large<br />

plumes, totaling over 660 acres, consisting primarily of<br />

trichloroethylene (TCE)-contaminated groundwater. The<br />

installation converted its technical review committee to a<br />

Restoration Advisory Board (RAB) in FY93. A BRAC cleanup<br />

team (BCT) has been formed at this installation. Two 5-year<br />

reviews have been completed for the NPL portion of the base<br />

and one 5-year review has been completed for the Davis site,<br />

which is located approximately 15 miles west of McClellan AFB.<br />

Sites at the installation are grouped into 11 operable units<br />

(OUs), including an installationwide groundwater OU. Interim<br />

Records of Decision (RODs) have been signed for OU B 1 and<br />

the groundwater OU and one soils ROD has been completed.<br />

In addition, two no action RODs have been signed. To date, the<br />

installation has transferred 387 acres. The cleanup progress at<br />

McClellan AFB for FY02 through FY05 is detailed below.<br />

In FY02, all groundwater and 14 soil vapor treatment systems,<br />

covering 19 areas, operated effectively. A removal action at<br />

PRL S 33 was completed. The time-critical removal action<br />

(TCRA) continued at the large radiological CS 10 site.<br />

Extensive work was completed on the initial parcel feasibility<br />

study (FS), initial parcel finding of suitability for early transfer<br />

(FOSET), and no action ROD. Two finding of suitability to<br />

transfer (FOST) documents were completed, which allowed 177<br />

acres to be deed transferred. A TCRA memorandum was<br />

signed and a corrective action was initiated to address<br />

hexavalent chromium issues at the groundwater treatment<br />

plant. The RAB continued to meet regularly.<br />

In FY03, the installation completed the TCRA for the hexavalent<br />

chromium treatment system and the six site no action ROD.<br />

The TCRA at CS 10 resulted in the excavation of over 51,000<br />

cubic yards of contaminated soil, with approximately one-third<br />

of the excavated soil remaining safely on site. Operation of<br />

groundwater and soil vapor treatment systems continued.<br />

In FY04, the installation completed the local redevelopment<br />

authority (LRA) Initial Parcel #1 ROD and associated FOSET<br />

and FOST for 82 acres. A total of 154 acres were transferred by<br />

deed. The interim ROD groundwater Phase III off-base design<br />

was completed and the interim ROD groundwater Phase III<br />

on-base design began. The installation completed the second<br />

5-year review for the NPL portion of the base and also<br />

completed the 5-year review for the Davis site. The Air Force<br />

conducted an inventory of Military Munitions Response<br />

Program (MMRP) sites. MMRP sites were identified at this<br />

installation.<br />

In FY05, the installation completed construction of the Phase III<br />

groundwater system. The installation awarded the Davis site<br />

cleanup guaranteed firm-fixed price contract to achieve site<br />

closeout. The Air Force began evaluating requirements at<br />

MMRP sites at this installation. BCT activities and active RAB<br />

participation continued.<br />

McClellan AFB completed remedial actions for two of the three<br />

action sites in the LRA Initial Parcel #1 ROD. The installation<br />

continued to operate the biovent system at the third action site<br />

in the LRA Initial Parcel #1 ROD. The Air Force completed the<br />

focused strategic sites FS. The installation completed the<br />

agreement on a new flow, fate, and transport model, minimizing<br />

the time required for cleanup. The installation streamlined the<br />

groundwater treatment system. The Air Force continued the soil<br />

vapor extraction (SVE) program, and accelerated cleanup by<br />

expanding the number of treatment systems from 14 to 16 to<br />

increase contaminant extraction capacity. The installation<br />

conducted verification sampling and completed initial<br />

negotiations with regulators to close a completed SVE site. The<br />

cost of completing environmental restoration has changed<br />

significantly due to technical issues and changes in estimating<br />

criteria.<br />

Regulatory issues delayed the LRA Initial Parcel #2 ROD.<br />

Technical issues delayed the Breakout Shallow Soil Gas ROD.<br />

BCT activities and active RAB participation continued.<br />

McClellan AFB continued to evaluate MMRP requirements and<br />

identified two MMRP sites: the former Skeet Range and a<br />

suspected discarded military munitions (DMM) landfill site.<br />
