In July 1993, the BRAC Commission recommended closure of<br />

San Diego Naval Training Center (NTC) and relocation of<br />

personnel, equipment, and mission support to other naval<br />

training centers. The installation closed in April 1997. Certain<br />

installation facilities and activities were retained to support other<br />

Navy operations in the San Diego area. In FY86, an initial<br />

assessment study identified 12 sites that might present<br />

environmental problems: five sites are being addressed under<br />

CERCLA and seven under the underground storage tank<br />

program. Sites include a landfill and petroleum-contaminated<br />

areas. A community relations plan was developed in FY92 and<br />

updated in FY95. A Restoration Advisory Board (RAB) and an<br />

information repository containing the most current documents of<br />

the administrative record were established in FY94. The<br />

installation's BRAC cleanup plan was updated in FY99. The<br />

RAB held a meeting in March 2004, and has been inactive<br />

since.<br />

Nine sites have been identified at this installation. The<br />

installation has signed one Record of Decision. The cleanup<br />

progress at San Diego NTC for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. There were no<br />

MMRP sites identified at this installation.<br />

In FY03, the installation initiated a preliminary assessment for<br />

Site 101.<br />

In FY04, the installation completed the remedial investigation<br />

(RI) for the Site 12 boat channel. The City of San Diego<br />

requested initiation of actions necessary to accomplish an early<br />

transfer of the Boat Channel. The installation continued<br />

facilitating the RAB meetings. The installation also closed Site<br />

101.<br />

In FY05, San Diego NTC received comments from the Regional<br />

Water Quality Control Board (RWQCB) and prepared a scope<br />

of work and preliminary cost estimates for a feasibility study<br />

(FS). The installation continued to pursue an early transfer with<br />

the City of San Diego.<br />

San Diego NTC met with the RWQCB and received comments<br />

on a final RI report. The Navy continued early transfer with the<br />

City of San Diego. The Navy also awarded a contract to<br />

determine the nature and sources of contamination at the site,<br />

and to provide an assessment of potentially responsible parties.<br />

The FS report for Site 12 is sequenced to resolution of RWQCB<br />

comments on the final report.<br />
