In September 1995, the BRAC Commission recommended<br />
realignment of Keyport Naval Undersea Warfare Center<br />
(NUWC). The center's responsibility for maintaining combat<br />
system consoles and its general industrial workload were<br />
moved to Puget Sound Naval Shipyard. Operations at the<br />
installation, including plating, torpedo refurbishing, and<br />
disposal, contributed to contamination at the property.<br />
Environmental investigations at the installation have identified<br />
sites such as underground storage tanks, sumps, spill sites, a<br />
landfill, and an underground trench. A technical review<br />
committee was formed in FY89 and converted to a Restoration<br />
Advisory Board in FY95. EPA placed the installation on the NPL<br />
in October 1989, and the Navy signed a federal facility<br />
agreement (FFA) in FY90. A community relations plan was<br />
completed in FY90 and updated in FY00. The installation<br />
completed 5-year reviews in FY00 and FY05.<br />
To date, environmental investigations have identified 13 sites at<br />
this installation. The installation completed a Record of<br />
Decision (ROD) for Operable Units (OUs) 1 and 2. The cleanup<br />
progress at Keyport NUWC for FY02 through FY05 is detailed<br />
below.<br />
In FY02, the installation continued remedial action-operations<br />
(RA-O). The results from that monitoring period provided data<br />
satisfying the sampling requirements set forth in the ROD for<br />
OU 1. Negotiations with state regulators began for the<br />
contingency actions for off-base domestic wells. Long-term<br />
management (LTM) sampling was performed for OUs 1 and 2.<br />
The Navy completed an inventory of all Military Munitions<br />
Response Program (MMRP) sites. No MMRP sites were<br />
identified at this installation.<br />
In FY03, the installation completed a contingency plan for<br />
off-base domestic wells for OU 1. In addition, it continued RA-O<br />
at OU 1 and LTM at OUs 1 and 2.<br />
In FY04, the installation continued RA-O at OU 1 and LTM at<br />
OUs 1 and 2, and initiated the second 5-year review.<br />

In FY05, Keyport NUWC continued RA-O at OU 1 and LTM at<br />
OUs 1 and 2. The installation initiated an optimization study of<br />
OU 1, and completed the second 5-year review. Additionally,<br />
the installation resolved sediment issues.<br />
