The Pearl Harbor Naval Complex consists of seven<br />

installations: the Fleet and Industrial Supply Center (FISC), the<br />

Naval Station (NS), the Naval Magazine (NAVMAG), the Naval<br />

Shipyard (NSY) and Intermediate Maintenance Facility, the<br />

Public Works Center (PWC), the Naval Submarine Base, and<br />

the Inactive Ship Maintenance Facility. Fuel supply activities,<br />

landfills, and other support operations have contaminated the<br />

soil and groundwater with volatile organic compounds (VOCs),<br />

semivolatile organic compounds (SVOCs), and metals. A<br />

technical review committee, formed in FY90, was converted to<br />

a Restoration Advisory Board (RAB) in FY95. The installation<br />

established three information repositories in FY90 and an<br />

administrative record in FY92. A community involvement plan<br />

was completed in FY92 and updated in FY95 and FY05. The<br />

installation was placed on the NPL in October 1992. In 2005,<br />

the BRAC Commission recommended Pearl Harbor Naval<br />

Complex for realignment. The installation signed a federal<br />

facility agreement (FFA) in March 1994.<br />

The installation has identified 80 sites and has conducted<br />

investigations and cleanups under CERCLA and RCRA at over<br />

60 sites. The installation completed one Record of Decision<br />

(ROD) for FISC Site 33. The cleanup progress at Pearl Harbor<br />

Naval Complex for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed the draft final site summary<br />

reports (SSRs) for the Shipyard Geographic Study Areas, and<br />

final amendments to the Naval Housing, Makalapa, Richardson,<br />

Naval Sea System Command Inactive Ships On-Site<br />

Maintenance Office, and PWC Main Complex SSRs. The<br />

installation completed the removal action for Building 49 and<br />

initiated the site inspection (SI) for Solid Waste Management<br />

Unit (SWMU) 44. The Navy completed an inventory of all<br />

Military Munitions Response Program (MMRP) sites. One<br />

MMRP site was identified at this installation.<br />

In FY03, the installation continued the remedial action<br />

operations (RA-O) at Sites 25, 29, 36, 37, 45, and 46 and the<br />

remedial investigation and feasibility study (RI/FS) for Site 19.<br />

The Navy completed the removal action and remediation<br />

verification reports (RVRs) for Sites 25 and 45, the RI/FS for<br />

NS Sites 51 through 57, the draft final RI/FS for NS Site 31, and<br />

initiated removal actions for NS Sites 51 and 53 through 57.<br />

Removal actions continued at the PWC Sites 4 and 43, and for<br />

NS Sites 31 and 35, transformer sites PWC Site 34, NAVMAG<br />

Site 19, and NS Site 52. The installation completed the draft<br />

groundwater RI for Sites 33 and 39, and supplemental RI for<br />

Site 22. The installation completed the draft expanded SI for<br />

NSY Site 42, the draft SI for NAVMAG West Loch and Waipio<br />

Peninsula Geographic Study Areas, the final SSR for Shipyard<br />

Geographic Study Area, and the final SSR amendments for<br />

Halawa-Main-Gate, Pearl City Peninsula, and West Loch. Draft<br />

final planning documents for site characterization for PWC Site<br />

47 were completed. The Navy added an MMRP site at the<br />

NAVMAG West Loch for further investigation of potential<br />

munitions-generated constituents in a burning pit. The<br />

installation provided site tours for the RAB of NS Sites 51 and<br />

53 through 57, the Material Minimization Facility Center, the<br />

Fort Kamehameha Wastewater Treatment Plant, and the Bilge<br />

Water/Oily Waste Treatment Facility. In addition, the installation<br />

partnered with the EPA Superfund Innovative Technology<br />

Evaluation program on two innovative technology treatment<br />

demonstrations.<br />

In FY04, the installation completed removal actions for NS Sites<br />

51, 53 through 57, and PWC Site 34 and continued removal<br />

actions at NS Site 31, RA-O at Sites 25, 29, 36, 37, 45, and 46,<br />

and RI for NS Site 19. The installation initiated the removal site<br />

evaluation (RSE) at NS SWMU 6. The installation finalized the<br />

innovative Technology Evaluation Report for NSY Site 10 and<br />

initiated the SI for NSY Site 49. The installation completed the<br />

combined SI for West Loch and Waipio Peninsula and initiated<br />

the RSE at PWC Sites 2 and 48 and continued the SI report for<br />

SWMU 44.<br />

In FY05, the installation initiated the RSE for FISC Site 26. The<br />

installation continued RA-O at Sites 25, 29, 36, 37, 45, and 46,<br />

and RI for NS Site 19. The installation continued the SI for NSY<br />

SWMU 44, and the proposed plan (PP) for NSY Site 41, and<br />

RSE for PWC Sites 2, 25, and 48. The installation initiated SI<br />

fieldwork for NSY Site 49 and SI for SWMU 84, and completed<br />

the RVR for NS Sites 51 and 53 through 57.<br />

Pearl Harbor Naval Complex completed an RSE for NS SWMU<br />

6 and PWC Site 2. The installation completed RODs for FISC<br />

Site 33 and NAVMAG Site 9. Additionally, the installation<br />

completed PPs for NSY Site 41 and NAVMAG Site 9. The<br />

installation initiated an FS for FISC Site 39 and completed<br />

removal actions for NS Site 35 and FISC Site 26. A site<br />

characterization was initiated at PWC Site 47. The installation<br />

also completed a draft SI for NSY Site 49 and a final SI for NSY<br />

SWMU 44. The Navy initiated removal action for FISC Site 44.<br />

Pearl Harbor Naval Complex continued RA-O at NS Sites 25,<br />

29, 36, 37, 45, and 46. The cost of completing environmental<br />

restoration has changed significantly due to technical issues.<br />

Regulatory issues delayed the RI/FS at NS Site 19 and removal<br />

action for NSY Site 10. Regulatory issues delayed removal<br />

action at SWMU Site 44. Procedural issues delayed the ROD at<br />

NAVMAG Site 9.<br />

The installation initiated a preliminary assessment (PA) for<br />

NAVMAG unexploded ordinance (UXO) Site 7; however,<br />

contractual issues delayed its completion.<br />
