The Naval Computer and Telecommunications Area Master<br />
Station (NCTAMS), Pacific installation operates two facilities on<br />
the island of Oahu, but conducts industrial operations primarily<br />
at the main station and receiver site in Wahiawa and the Naval<br />
Radio Transmitting Facility in Lualualei. The restoration<br />
program has focused on those two facilities, where<br />
maintenance and operation of electrical transformers and<br />
switches have been the primary sources of contamination. The<br />
installation was placed on the NPL in May 1994 because<br />
polychlorinated biphenyl (PCB)-contaminated soil was detected<br />
in work and residential areas. Contamination with metals and<br />
petroleum hydrocarbons also resulted from the station's<br />
operating and maintenance activities. Two Restoration Advisory<br />
Boards were established because the installation consisted of<br />
two primary facilities. The final community relations plan was<br />
completed in FY95.<br />
Thirty sites have been identified at this installation, including 24<br />
CERCLA sites and 5 underground storage tank (UST) sites.<br />
The installation has completed no further action (NFA)<br />
documentation for Site 14 and UST Sites 6 and 22. The<br />
cleanup progress at NCTAMS, Pacific for FY02 through FY05 is<br />
detailed below.<br />
In FY02, the installation completed the draft remedial<br />
investigation (RI) planning documents for Sites 6 and 24. The<br />
Navy completed an inventory of all Military Munitions Response<br />
Program (MMRP) sites. No MMRP sites were identified at this<br />
installation.<br />
In FY03, the installation completed draft work plans for the<br />
removal action at Sites 17, 18, and 20. In addition, the<br />
installation completed the RI fieldwork at Sites 6 and 24. The<br />
ecological risk assessment (ERA) for Sites 1, 2, 5, and 22<br />
continued. The installation drafted verification planning<br />
documents to confirm the Eureka laboratory results at Sites 14<br />
and 15.<br />
In FY04, the installation completed removal actions at Sites 17,<br />
18, and 20. Additionally, the installation completed draft reports<br />
for verification sampling to confirm Eureka laboratory results at<br />
Sites 14 and 15, and completed Step 3a ERA at Sites 1, 2, 5,<br />
and 22.<br />
