The Naval Fuel Depot (NFD), Point Molate supplies and<br />

provides bulk storage of fuel for the fleet. In July 1995, the<br />

BRAC Commission recommended closure of NFD, Point<br />

Molate. Operations at the installation included bulk storage and<br />

supply of fuel products, including JP-5, JP-7, and diesel, and<br />

Bunker C. Contaminants of concern include petroleum<br />

hydrocarbons, polycyclic aromatic hydrocarbons (PAHs),<br />

volatile organic compounds (VOCs), and semi-volatile organic<br />

compounds (SVOCs) in soil and groundwater. There are 13<br />

disposal areas at Point Molate. A Restoration Advisory Board<br />

(RAB) was formed in FY03.<br />

Nine disposal areas (1, 2, 4, 6, 7, 8, 9, 11, and 12), consisting<br />

of 364 acres, were transferred to the City of Richmond in 2003.<br />

Two Records of Decision (RODs) have been signed to date.<br />

The cleanup progress at NFD, Point Molate for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation completed a removal action at Site 1<br />

and initiated long-term management. The Site 4 screening level<br />

risk assessment was also completed. The installation continued<br />

extraction-trench groundwater treatment under the existing<br />

National Pollution Discharge Elimination System permit. The<br />

Phase II Environmental Baseline Survey summary report and<br />

corrective action plan (CAP) for underground storage tanks<br />

(USTs) and fuel pipelines were completed. The installation<br />

completed construction of the Site 1 landfill CAP. The<br />

installation initiated an engineering evaluation and cost analysis<br />

(EE/CA) for Site 3. The Navy completed an inventory of all<br />

Military Munitions Response Program (MMRP) sites. No MMRP<br />

sites were identified at this installation.<br />

In FY03, the installation completed a human health risk<br />

assessment/ecological risk assessment at Site 4 and<br />

significantly reduced the boundaries of Site 4. The quarterly<br />

groundwater and methane monitoring continued at Site 1. An<br />

oil-water separator was installed at Site 1. The groundwater<br />

extraction continued at Site 3 and the removal began for the<br />

three treatment ponds at Site 3. The installation also initiated<br />

feasibility studies (FSs) at <strong>Installation</strong> Restoration Program<br />

(IRP) Sites 1, 3, and 4, and investigated the pipes and tanks on<br />

the pier. The bi-annual basewide groundwater monitoring<br />

continued. The BRAC Cleanup Team (BCT) agreed to stop the<br />

Site 3 EE/CA and action memorandum, and proceed with<br />

developing an FS, proposed plan (PP), and ROD for Site 3. The<br />

installation revised a community involvement plan. The RAB<br />

held a community site tour.<br />

In FY04, the installation completed the Site 3 treatment ponds<br />

removal and the Site 1 FS and PP. It also began the<br />

environmental and structural closure of the 22 USTs, pipelines,<br />

and valve boxes. The installation began a groundwater<br />

beneficial use evaluation (BUE) study. Basewide groundwater<br />

monitoring and landfill methane monitoring continued. The<br />

groundwater extraction continued at Site 3. The installation<br />

initiated the Site 3 and Site 4 FSs and PPs. The BCT continued<br />

to partner and evaluate the environmental cleanup at the<br />

installation and approved the environmental master schedule<br />

for the installation.<br />

In FY05, NFD, Pointe Molate completed the environmental and<br />

structural closure of the 22 USTs, pipelines, and valve boxes.<br />

The Navy received concurrence on the structural closure from<br />

the regulatory agencies. The installation completed the<br />

groundwater BUE with concurrence from the regulatory<br />

agencies. The Navy completed and signed the Site 1 ROD. In<br />

concurrence with the regulatory agencies, the installation<br />

changed the strategy for Site 4 and completed a risk<br />

assessment technical memorandum (RATM) to complement<br />

previous documents, instead of an FS. Basewide groundwater<br />

monitoring and landfill methane monitoring continued.<br />

p‰HT2s‚€2€�������<br />

NFD, Point Molate continued to monitor the Site 1 landfill. The<br />

Navy completed the Site 1 remedial design and construction<br />

and operation of a filtration system. The installation initiated<br />

closure of four Navy USTs on adjacent land the Navy formerly<br />

leased from a private landowner. The Navy began early transfer<br />

and environmental strategy discussions with the local reuse<br />

authority in regards to the remaining 52 acres on NFD, Point<br />

Molate. The installation also updated the environmental master<br />

schedule. The cost of completing environmental restoration has<br />

changed significantly due to technical issues and changes in<br />

estimating criteria.<br />

Technical and regulatory issues delayed the FS, PP, and CAP<br />

at Site 3. Technical and regulatory issues also delayed the<br />

completion of the Site 4 draft RATM and PP.<br />

The RAB continued to meet and provide input to the Navy.<br />
