Chicago O'Hare International Airport (IAP) Air Reserve Station<br />

(ARS) began operations as an aircraft assembly plant and later<br />

housed the Air Force Reserve and the Air National Guard.<br />

Environmental cleanup studies at the installation began in<br />

1983. In 1993, the BRAC Commission recommended closure of<br />

the station. This decision was modified by the 1995 BRAC<br />

round. In late 1996, the Air Force and the City of Chicago<br />

signed a purchase agreement. The city paid for replacement<br />

facilities at Scott Air Force Base, Illinois, in exchange for the<br />

Chicago O'Hare IAP ARS land. Site types identified at the<br />

installation include underground storage tanks (USTs), landfills<br />

(LFs), fuel spills, aboveground storage tanks, a fire training<br />

area, and a low-level radioactive waste disposal area. Primary<br />

contaminants are petroleum hydrocarbons, metals, polynuclear<br />

aromatic hydrocarbons, volatile organic compounds (VOCs),<br />

and semivolatile organic compounds (SVOCs), which have<br />

been released into soil and groundwater. Interim remedial<br />

actions have included removal of 19 USTs, contaminated soil,<br />

and low-level radioactive waste. In FY97, a stationwide<br />

Environmental Baseline Survey (EBS) was completed and in<br />

FY98 parcel-specific EBSs were completed for Parcels 2, 3,<br />

and 3A. The installation formed a Base Closure and Transition<br />

Team and a BRAC cleanup team (BCT).<br />

Environmental cleanup studies have identified 19 <strong>Installation</strong><br />

Restoration Program (IRP) sites and 23 areas of concern. To<br />

date, a basewide Record of Decision (ROD) and the LF 1 (LF<br />

001) ROD have been signed, and all property has been<br />

transferred. The cleanup progress at Chicago O'Hare IAP ARS<br />

for FY02 through FY05 is detailed below.<br />

In FY02, the installation submitted the basewide ROD, and<br />

developed a draft institutional control management plan<br />

(ICMP).<br />

In FY03, the basewide ROD and subsequent deed addressed<br />

all areas except for LF 001. The BCT developed a risk<br />

assessment for LF 001 and the installation implemented the<br />

ICMP.<br />

In FY04, Chicago IAP ARS completed a human health risk<br />

assessment and drafted a feasibility study and proposed plan<br />

for LF 001 in preparation for the final ROD. The installation<br />

completed an EBS for the remaining property. The installation<br />

selected a remedy for LF 001. The Air Force conducted an<br />

inventory of Military Munitions Response Program (MMRP)<br />

sites. MMRP sites were identified at this installation.<br />

In FY05, Chicago IAP ARS completed the ROD for LF 001. The<br />

installation also completed the finding of suitability to transfer<br />

for the remaining four acres and transferred the property to the<br />

City of Chicago. The installation attained the last remedy in<br />

place milestone. BCT activities continued. The Air Force began<br />

evaluating requirements at MMRP sites at this installation.<br />
