Naval Station Newport (formerly known as the Newport Naval<br />

Education and Training Center) was used as a refueling depot<br />

from the early 1900s until after World War II, when it was<br />

restructured to support research and development and provide<br />

specialized training. Contaminants at the installation include<br />

petroleum/oil/lubricant (POL) sludge associated with tank farm<br />

sites, waste acids, solvents, and polychlorinated biphenyls<br />

(PCBs) in landfills used to dispose of general refuse and shop<br />

wastes. The installation was placed on the NPL in November<br />

1989. It signed a federal facility agreement (FFA) in March<br />

1992. The installation formed a technical review committee in<br />

FY88 and converted it to a Restoration Advisory Board (RAB) in<br />

FY95. A community relations plan was completed in FY90, and<br />

the installation established an ecological advisory board. The<br />

installation completed 5-year reviews in FY99 and FY04.<br />

The installation completed Record of Decision (ROD)<br />

documents for the Landfill cap and the Site 1 offshore area. The<br />

installation also submitted an interim ROD for Tank Farm<br />

Number 5. The cleanup progress at Naval Station Newport for<br />

FY02 through FY05 is detailed below.<br />

In FY02, the installation completed the Phase II remedial action<br />

(RA) for Site 1 offshore area. The draft final feasibility study<br />

(FS) for Site 9 was completed. The draft proposed RA plan was<br />

submitted to regulators for Site 9. The operations and<br />

maintenance plan for the offshore area of Site 1 was initiated.<br />

Long-term management (LTM) continued for the Site 1 onshore<br />

RCRA cap. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. One MMRP site<br />

was identified at this installation.<br />

In FY03, the Navy completed a total petroleum hydrocarbons<br />

(TPH)- and PCB-contaminated soil removal action on Gould<br />

Island. The Navy removed 207 tons of TPH-contaminated soils<br />

with concentration greater than 5,000 parts per million (ppm)<br />

and 8,632 tons of TPH-contaminated soils with concentration<br />

less than 5,000 ppm. In addition, the Navy treated and<br />

discharged 326,416 gallons of TPH-contaminated water. The<br />

Navy removed 693 tons of PCB-contaminated soil and treated<br />

and discharged 70,000 gallons of PCB-contaminated water<br />

from the excavation. The installation submitted the draft<br />

remedial investigation (RI) work plan for the field investigation<br />

at Site 17 to regulatory agencies. The Navy began the<br />

preliminary assessment (PA) study for potential MMRP sites at<br />

the installation. The internal draft PA report was prepared. The<br />

Navy identified unexploded ordnance (UXO) 000001 Carr Point<br />

Shooting Range as an eligible MMRP site that will need further<br />

investigation, based on initial review. An additional UXO site,<br />

Sachuest Point Rifle Range, was also identified, but it was<br />

determined that this property fell under the FUDS program. The<br />

Navy held a public meeting to discuss an onshore soil removal<br />

action at Site 9.<br />

In FY04, the installation performed a site inspection (SI) at Site<br />

4. For Site 8, the installation prepared the draft and draft final<br />

study area screening evaluation (SASE) reports, finalized the<br />

background study work plan, and awarded a removal action to<br />

remove several drums and paint cans discovered during the<br />

study area screening assessment. For Site 9, the installation<br />

completed the pre-design investigation for the soil removal<br />

action, and awarded the first phase of a soil removal action to<br />

remove three soil mounds approximating 11,000 cubic yards. It<br />

also developed a draft sediment and groundwater monitoring<br />

work plan. The installation completed the SI work plan for Sites<br />

12 and 13, and the RI work plan for Site 17. For Site 19,<br />

sediment sampling was completed and will be used to update<br />

and finalize the FS for the offshore area. For Site 20, a draft<br />

SASE was prepared. A 5-year review was completed. The<br />

installation prepared the draft, draft final, and final PA for the<br />

Carr Point Shooting Range. The draft final report recommended<br />

no further action. The RAB met nine times, including a bus tour<br />

of the <strong>Installation</strong> Restoration Program (IRP) sites.<br />

In FY05, Naval Station Newport initiated Site 12 and Site 13<br />

SIs. The installation completed the Site 17 RI fieldwork. The<br />

installation completed the Site 20 study area screening<br />

assessment. Removal action for Site 008 was completed.<br />

Under the MMRP, the installation finalized the PA for the Carr<br />

Point Shooting Range, which recommended proceeding to the<br />

SI phase.<br />

Site 009.<br />

The installation submitted the draft final work plan for Site 008;<br />

however, regulatory issues delayed its final completion and the<br />

associated fieldwork. Funding issues delayed LTM at Site 001.<br />
