In 1941, the Army established Umatilla Ordnance Depot as a<br />

facility for storing conventional munitions. Between 1945 and<br />

1955, the installation's functions expanded to include<br />

demolition, renovation, and maintenance of ammunition. In<br />

1962, the Army began to store chemical munitions at the depot.<br />

EPA placed the installation on the NPL in July 1987. EPA and<br />

the Army signed a federal facility agreement (FFA) in October<br />

1989. In December 1988, the BRAC Commission<br />

recommended realignment of the installation. The 2005 BRAC<br />

Commission recommended closure of Umatilla Chemical<br />

Depot. In FY93, the installation transferred its conventional<br />

weapons mission to another installation. In FY94, the<br />

commander formed a BRAC cleanup team and converted the<br />

installation's technical review committee to a Restoration<br />

Advisory Board. In FY98, the installation officially changed its<br />

name from Umatilla Ordnance Depot to Umatilla Chemical<br />

Depot (CD). Identified sites include explosives-washout<br />

lagoons, an open burning and open detonation area, pesticide<br />

disposal pits, a deactivation furnace, and landfills. Significant<br />

remedies completed include bioremediation of explosives<br />

contaminated soil from a number of sites, landfill closure<br />

capping, and removal of all underground storage tanks. In<br />

FY99, the installation completed an environmental baseline<br />

survey at the 100/200 Series warehouses and a depotwide<br />

5-year review. The installation also completed a 5-year review<br />

in FY04.<br />

Environmental studies identified 119 sites at this installation,<br />

grouped into 9 operable units (OUs). The Army has signed<br />

eight Records of Decision (RODs) to date. The cleanup<br />

progress at Umatilla CD for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the Army completed soil remediation at Site 19, the<br />

Ammunition Demolition Activity Area (ADA).<br />

In FY03, the installation completed the function range intrusive<br />

investigation and the remedial action (RA) report for ADA OU.<br />

The Army completed the closed, transferred, and transferring<br />

ranges and sites inventory. It identified one Military Munitions<br />

Response Program (MMRP) site, the Quality Assurance<br />

Function Range (QAFR) (Site 39). The installation completed<br />

an engineering evaluation and cost analysis for the range.<br />

In FY04, the installation completed the addendum RA report for<br />

ADA Sites 19E and 19F. The installation completed the 5-year<br />

review for ADA and groundwater OUs. The Army completed a<br />

draft ROD for the UMCD Landfill for selenium cleanup. The<br />

installation installed additional monitoring wells. The Army<br />

completed a draft revised monitoring plan for the UMCD<br />

Landfill. The installation completed the proposed plan and draft<br />

ROD for the QAFR under the MMRP.<br />

In FY05, the installation completed an MMRP ROD for the<br />

QAFR.<br />

The installation delayed the RA report for groundwater<br />

treatment in order to incorporate results of an optimization<br />

study. Scheduling issues have delayed completion of the<br />

UMCD Landfill ROD for selenium. Regulatory issues delayed<br />

the revised monitoring plan for the UMCD Landfill.<br />

Umatilla CD completed the munitions and explosives of<br />

concern work plan at the QAFR. However, funding issues<br />

delayed initiation of the RA until FY08.<br />
