In December 1988, the BRAC Commission recommended<br />

closure of Hamilton Army Airfield, as well as relocation of the<br />

airfield's mission. The installation has eight areas of concern: a<br />

former petroleum/oil/lubricant (POL) hill area, a hospital<br />

complex, five out parcels (A2, A3, A4, A5, and A6), and the<br />

main airfield parcel. Investigations at the main airfield parcel<br />

addressed tidal wetlands, a perimeter drainage ditch,<br />

underground storage tanks, burn pits, aboveground storage<br />

tanks, onshore and offshore fuel lines, a former sewage<br />

treatment plant, a pump station, an aircraft maintenance and<br />

storage facility, the east levee construction debris disposal site,<br />

a POL area, and a revetment area. The main contaminants of<br />

concern are metals, polyaromatic hydrocarbons (PAHs), volatile<br />

organic compounds (VOCs), semivolatile organic compounds<br />

(SVOCs), pesticides, and polychlorinated biphenyls (PCBs). In<br />

FY94, the installation formed a BRAC cleanup team and a<br />

Restoration Advisory Board (RAB).<br />

In FY96, the Army transferred Out Parcels A2, A3, A5, and A6<br />

to the City of Novato. In FY03, the Army transferred the hospital<br />

parcel to the City of Novato; Out Parcel A4 to a developer; and<br />

the Main Airfield Parcel to the State of California. In FY04, the<br />

Army transferred POL Hill and the levee parcels to the City of<br />

Novato, thereby completing all property transfers for this<br />

installation. The Army completed two Records of Decision<br />

(RODs) in FY03. The cleanup progress at Hamilton Army<br />

Airfield for FY02 through FY05 is detailed below.<br />

In FY02, the Army completed some final remedial actions (RAs)<br />

outlined in the draft ROD for the airfield sites. The Army<br />

completed coastal salt marsh (CSM) sampling, and prepared<br />

and submitted the feasibility study (FS) draft for review. The<br />

Army completed the finding of suitability to transfer (FOST) for<br />

Hospital Hill. The installation signed a no further action decision<br />

document for Out Parcel A4 and forwarded the FOST to U.S.<br />

Army Forces Command for signature. The installation prepared<br />

the draft closure report and corrective action plan (CAP) for<br />

POL Hill. The RAB reviewed and provided comments on the<br />

draft ROD for the Main Airfield Parcel. The Army initiated an<br />

inventory of closed, transferred, and transferring (CTT) ranges<br />

and sites with unexploded ordnance, discarded military<br />

munitions, or munitions constituents.<br />

In FY03, the installation completed a combined ROD for the<br />

inboard and CSM sites. The Army completed a FS for the CSM<br />

sites. The Army completed a finding of suitability for early<br />

transfer (FOSET) for 630 acres and transferred those acres.<br />

Hospital Hill parcel was transferred to the City of Novato and<br />

Parcel A4 to a developer. The installation completed the<br />

closure report, CAP, and FOST for POL Hill. The Army<br />

completed the CTT range and site inventory and identified one<br />

low risk Military Munitions Response Program (MMRP) site that<br />

required no action. The RAB reviewed the ROD/RA plan and<br />

FOSET for the Main Airfield Parcel and the POL Hill FOST.<br />

In FY04, the installation completed the FOST for the levee<br />

parcel. The Army transferred the POL Hill and levee parcels.<br />

In FY05, Hamilton Army Airfield completed the remedial design<br />

(RD) and RA for the CSM sites. The installation completed the<br />

remaining RD/RAs for inboard sites, except the target range.<br />

The Army conducted sampling that indicated that the skeet<br />

range was complete and did not require a RA.<br />

Hamilton Army Airfield completed the last RD/RA for the<br />

removal of soils from the target range. The installation removed<br />

monitoring wells from POL Hill. All actions have been<br />

completed with the exception of long-term management. The<br />

Army performed yearly biological monitoring in the CSM. The<br />

installation also completed close-out documentation for sites<br />

POL Hill, East Fort Baker, and the Revetments.<br />

Contracting and funding issues delayed the project<br />

documentation and closeout of the remaining sites on the<br />

installation.<br />
