Tucson International Airport (IAP) provides training for the Air<br />

National Guard (ANG). EPA placed the installation on the NPL<br />

in September 1983 and the Air Force signed a federal facility<br />

agreement (FFA) in October 1994. Sites identified at the<br />

installation include fire training areas, solvent dumping areas,<br />

storm drainage discharge areas, the old wash rack area,<br />

petroleum/oil/lubricant (POL) areas, and spill areas. Waste<br />

disposal and spill sites have had the greatest effect on the<br />

environment. The principal contaminant is trichloroethylene<br />

(TCE) in groundwater. Tetrachloroethylene (PCE) and<br />

chromium also have affected groundwater to a lesser extent<br />

and total petroleum hydrocarbons have been detected in soil at<br />

the installation. A Restoration Advisory Board was formed in<br />

FY95. To aid in environmental cleanup, the installation has<br />

established successful partnerships with citizens and regulators<br />

through the Unified Community Advisory Board (UCAB). In<br />

FY03, a 5-year review was completed.<br />

Environmental studies have identified eight sites at Tucson. To<br />

date, one Record of Decision was completed for contaminated<br />

soil cleanup. The cleanup progress at Tucson IAP for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation continued a partnership with EPA<br />

Region 9 and the Arizona Department of Environmental Quality<br />

(ADEQ). Operation of the groundwater extraction and treatment<br />

system continued. Participation in the UCAB continued.<br />

In FY03, the installation continued a partnership with EPA<br />

Region 9 and ADEQ. Operation of the groundwater extraction<br />

and treatment system continued, as well as participation in the<br />

UCAB. The Air Force completed a 5-year review.<br />

In FY04, the installation continued to partner with EPA Region 9<br />

and ADEQ, and continued participation in the UCAB. Operation<br />

of the groundwater extraction and treatment system continued.<br />

In FY05, Tucson IAP continued operating the groundwater<br />

extraction treatment and recharge system. The installation<br />

continued partnering with EPA and ADEQ, and participated in<br />

the UCAB. The Air Force updated its Military Munitions<br />

Tucson IAP continued operating the groundwater extraction<br />

treatment and recharge system and made adjustments to<br />

enhance the system's operation. EPA and ADEQ both<br />

concurred that the system is effectively containing<br />

contamination and preventing its spread beyond the base's<br />

property line. The ANG maintained its Defense and State<br />

Memorandum of Agreement partnership with ADEQ, and<br />

partnered with the Air Force Center for Environmental<br />

Excellence (AFCEE) Regional Environmental Office (REO) to<br />

facilitate relations between the ANG and the regulators.<br />

The installation continued participation in UCAB, however<br />

agreed to reduce UCAB meetings from bi-monthly to quarterly.<br />
