The Driver Naval Radio Transmitting Facility was established<br />

as a naval air station to train pilots during World War II and was<br />

then converted to a transmitter facility after the war. In July<br />

1993, the BRAC Commission recommended closure of the<br />

installation and installation operations ceased on March 31,<br />

1994. The installation formed a technical review committee in<br />

FY88 and converted it to a Restoration Advisory Board (RAB) in<br />

FY94. In FY92, the installation completed a community<br />

relations plan and established an administrative record and<br />

information repository. Additionally, a BRAC cleanup team was<br />

formed in FY94. The RAB disbanded in FY97. In FY99, three<br />

findings of suitability to transfer were signed, and the property<br />

was transferred to three agencies. In FY04, the installation<br />

completed a 5-year review.<br />

Studies have identified 11 sites at the installation, including a<br />

former service station, two polychlorinated biphenyls (PCBs)<br />

spill areas, and a number of landfills and other areas used to<br />

dispose of solvents, acids, bases, and general refuse. The<br />

installation has completed two Records of Decision since<br />

environmental restoration activities began. The cleanup<br />

progress at Driver Naval Radio Transmitting Facility for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation and regulators evaluated remedial<br />

actions and determined that the best alternative for addressing<br />

groundwater issues at Site 1 was monitoring. The 5-year review<br />

was initiated. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. No MMRP sites<br />

were identified at this installation.<br />

In FY03, the Long-Term Monitoring Annual Report for Year Five<br />

was finalized and the work plan for continued long-term<br />

management (LTM) at Site 1 was drafted. The Navy also<br />

completed the draft 5-year review.<br />

In FY04, the installation finalized the 5-year review and the<br />

updated long-term monitoring project plans. The Navy also<br />

continued LTM for groundwater and biota at Site 1.<br />

In FY05, the installation continued LTM for groundwater and<br />

biota at Site 1.<br />
