The mission of Robins Air Force Base (AFB) is to provide<br />

logistics support for aircrafts. The installation was placed on the<br />

NPL in July 1987 and signed an interagency agreement (IAG)<br />

in July 1989. Primary contaminants at the site include<br />

trichloroethylene (TCE) and tetrachloroethane in soil and<br />

groundwater. This installation has formed a Restoration<br />

Advisory Board (RAB). Robins AFB completed a 5-year review<br />

in FY06.<br />

The NPL Site at Robins AFB is divided into three operable units<br />

(OUs): source control (OU 1), wetlands (OU 2), and<br />

groundwater (OU 3). An interim Record of Decision (ROD) has<br />

been signed for OU 2 and the final ROD for OUs 1 and 3 was<br />

completed in FY04. The cleanup progress at Robins AFB for<br />

FY02 through FY05 is detailed below.<br />

In FY02, the installation completed corrective action plans<br />

(CAPs) for Sites OT 020, OT 023, OT 037, and OT 041, and<br />

site closeout for Sites SS 010, OT 022, SS 035, SS 036, and<br />

OT 038. Remedial actions (RAs) were installed for Sites OT<br />

037 and OT 041. A feasibility study for OU 2 at Landfill (LF) 004<br />

was completed. Based on negotiations with the regulators, no<br />

RA was required for Site SS 036, and the site was closed. The<br />

study phases were completed for Sites LF 004, OT 020, OT<br />

023, SS 036, OT 037, and OT 041.<br />

In FY03, the installation completed the proposed plan and<br />

remedial design for OU 2 at LF 004; however, a ROD was not<br />

necessary since the remediation will be completed under<br />

RCRA. The installation completed the CAP for Site SS 040 and<br />

installed RAs for Sites OT 020 and SS 040. A 5-year<br />

performance-based contract was awarded to perform the CAP<br />

for Site DC 34 and remediate the site until no further action is<br />

necessary. Operations and maintenance (O&M) activities<br />

continued at 12 environmental restoration sites.<br />

In FY04, the installation completed the RA for Site OT 023 and<br />

began the RA for OU 2 at LF 004. The installation also<br />

completed the ROD for OUs 1 and 3 at LF 004. In addition,<br />

Robins AFB began the installation of the RA at Site DC 034.<br />

The draft CAP for Site DC 034 was prepared and submitted for<br />

regulatory review. The installation completed RAs at Sites OT<br />

029 and SS 042 and the sites achieved response complete<br />

(RC) status. Area of Concern 15 and Site RW 015 also<br />

achieved RC status. O&M activities continued at nine<br />

environmental restoration sites. The Robins AFB RAB, made<br />

up of 17 community participants, regulators, and base<br />

members, met quarterly to discuss ongoing restoration<br />

activities.<br />

In FY05, Robins AFB completed the CAP and the installation of<br />

the RA for Site DC 34. The Air Force completed the RA for OU<br />

2 and the RA for Site SS 039. Robins AFB obtained site closure<br />

for Site SS 042 and conducted O&M activities at nine sites. The<br />

installation has obtained remedy in place (RIP) for all<br />

<strong>Installation</strong> Restoration Program (IRP) sites at the base. The Air<br />

Force updated its Military Munitions Response program<br />

(MMRP) inventory. No MMRP sites were identified at this<br />

installation during the inventory development. The RAB met<br />

quarterly to discuss ongoing restoration activities.<br />

Robins AFB obtained site closure at Site SS 039 and<br />

completed the 5-year review at the NPL site. The installation<br />

conducted O&M activities at eight sites and maintained land<br />

use controls (LUCs) at four sites. The Air Force installed final<br />

RIPs at all remaining sites. The Air Force awarded Robins AFB<br />

the Thomas D. White Restoration award for environmental<br />

achievements. The cost of completing environmental<br />

restoration has changed significantly due to changes in<br />

estimating criteria.<br />

The RAB met quarterly to discuss ongoing restoration activities.<br />
