Investigations at the Washington Navy Yard (WNY) had<br />
previously identified 18 sites and 3 leaking underground<br />
storage tank sites. Contaminants released from past storage<br />
and disposal operations at the installation may have migrated<br />
into shallow and deep aquifers and the Anacostia River. The<br />
installation was placed on the NPL in July 1998. A RCRA<br />
consent order, signed in July 1997, was added into WNY's<br />
federal facility agreement (FFA), which was signed in June<br />
1999. In 2005, the BRAC Commission recommended WNY for<br />
realignment. A community relations plan was developed in<br />
FY99.<br />
The installation has identified 27 sites. To date, the installation<br />
has completed Records of Decision (RODs) for Sites 5 and 6<br />
and two No Further Action (NFA) RODs. The cleanup progress<br />
at WNY for FY02 through FY05 is detailed below.<br />
In FY02, the installation completed the final draft remedial<br />
investigation (RI) for Sites 4, 6, and 14 and submitted it to<br />
regulators. Regulators approved the work plan for new site<br />
screening areas (SSAs) and fieldwork began. The installation<br />
completed final RI for Site 16. The RI work plan was submitted.<br />
The Navy completed an inventory of all Military Munitions<br />
Response Program (MMRP) sites. One MMRP site was<br />
identified at this installation.<br />
In FY03, the installation completed the draft work plan for<br />
investigation of fill as an SSA and completed the RI for two<br />
sites and a draft RI for nine sites. In addition, the installation<br />
began fieldwork for the Site 10 removal action and a facilitywide<br />
groundwater data gaps investigation.<br />
In FY04, the installation initiated a work plan for fill as an SSA<br />
at the installation and completed draft SSA investigation reports<br />
for several SSAs. It also completed an NFA ROD for Site 4 and<br />
continued removal action for Site 10. The installation conducted<br />
fieldwork for facilitywide groundwater data gaps and completed<br />
a facilitywide groundwater draft RI report. The installation also<br />
conducted fieldwork for Site 5. The installation completed the<br />
preliminary assessment (PA) process for the listed MMRP site<br />
(the Experimental Battery), as well as the draft final report and<br />
a recommendations report.<br />

In FY05, WNY continued removal actions for Site 10 and<br />
completed SSA fill field investigation. It finalized the final<br />
proposed remedial action plan and NFA ROD for Site 14. It also<br />
finalized the RI and developed the NFA proposed plan (PP) for<br />
Site 16. The installation completed a final feasibility study and<br />
draft PP for Site 5. WNY provided a draft final PA to regulators<br />
and developed a Navy response to comments for regulators.<br />

WNY continued removal actions for Site 10. The installation<br />
finalized the Operable Unit (OU) 2 sediment work plan. The<br />
Navy finalized RODs for Sites 5 and 16. The installation also<br />
completed the work plan and field investigations for the Site 6<br />
extended RI.<br />

The installation provided Navy with a response to comments for<br />
regulators. Additionally, the Navy finalized a PA for the one<br />
