The Louisiana Army Ammunition Plant (AAP) manufactures<br />

ammunition parts for the Army. EPA placed the installation on<br />

the NPL in March 1989 and signed an interagency agreement<br />

(IAG) with the Army later that year. Sites identified at the<br />

installation include lagoons, burning grounds, and landfills<br />

contaminated with explosives and plating wastes. Studies<br />

identified no off-site contamination; however, groundwater<br />

monitoring wells at the installation did reveal contamination with<br />

explosive compounds, such as TNT, RDX, and HMX. The<br />

potential for off-site migration of contaminants required<br />

groundwater monitoring beyond the northern and southern<br />

boundaries of the installation; the groundwater monitoring still<br />

continues. The Army conducted 5-year reviews for the interim<br />

remedial action at the Area P lagoons; one in FY94 that<br />

confirmed that the source of the contamination had been<br />

removed and another in FY00 that received EPA approval. The<br />

Army also completed a 5-year review in FY06.<br />

The Army identified seven sites during a preliminary<br />

assessment and site inspection (SI) in FY78 and 13 additional<br />

sites in FY93 and FY94 (the Y-line etching facility, nine<br />

load-assemble-pack lines, and three test areas). Between FY89<br />

and FY90, the installation incinerated almost 102,000 tons of<br />

explosives-contaminated soil and treated more than 53 million<br />

gallons of contaminated water. The Army identified two<br />

additional Military Munitions Response Program (MMRP) sites<br />

in FY03. The installation completed one Record of Decision<br />

(ROD) and one No Further Action ROD. The cleanup progress<br />

at Louisiana AAP for FY02 through FY05 is detailed below.<br />

In FY02, the Army initiated an inventory of closed, transferred,<br />

and transferring (CTT) ranges and sites with unexploded<br />

ordnance, discarded military munitions, or munitions<br />

constituents.<br />

In FY03, the installation completed a draft remedial<br />

investigation (RI) for Sites 09 (nine load lines and three test<br />

areas) and 10 (groundwater for the entire installation). The<br />

installation also completed a human health assessment and an<br />

ecological risk assessment for these sites. The Army completed<br />

the MMRP CTT ranges and sites inventory that identified two<br />

MMRP sites at this installation.<br />

In FY04, the Army awarded a performance-based contract<br />

(PBC) for remaining environmental restoration sites. The<br />

installation completed the MMRP SI.<br />

In FY05, the installation completed the RI for Sites 09 and 10.<br />

In accordance with congressional directive, the Army<br />

transferred the installation to the Louisiana Army National<br />

Guard.<br />

The Army completed a 5-year review.<br />

The installation completed a draft groundwater feasibility study<br />

(FS) and ROD for soils Site 09. However, administrative issues<br />

delayed a final FS, a ROD for groundwater, remedy in<br />

place/response complete (RIP/RC) achievement, and the PBC<br />

award. Technical issues delayed proposed plans (PPs) for the<br />

soils of nine load lines and three test areas.<br />

Louisiana AAP conducted public meetings to discuss PPs for<br />

soils and groundwater treatment.<br />
